MEMORANDUM <br />To: Amber Miller, Tun Gladhill <br />From: Sarah Strommen, City Council <br />Dater December 2, 2008 <br />Re: Comprehensive Plan Comments <br />This memo serves to elaborate on my comments made at the November 25 City Council <br />meeting regarding the Draft Comprehensive Plan. Before outlining my comments, I want <br />to be clear that I .have not gone through the draft line byline, nor is it my intent to do so. <br />It is my assumption that this .level of detailed editing will be done by the City's <br />consultant, Bonestroo. <br />DESCRIPTION OF RAMSEY3 <br />As I mentioned at the Council meeting, the discussion of Ramsey3 and the Vision and <br />Values on page II-1 of the draft Comprehensive Plan doesn't quite convey what that <br />citizen planning process was all about. Attached to this memo is a suggested <br />replacement, which I have drawn from past reports and summaries written by the <br />Ramsey3 group. <br />GENERAL ORGANIZATION <br />The current organization of the document is hard to follow and creates confusion for the <br />reader. My suggestion is to create a document structure similar to the following: <br />• Preamble or Introduction: This section would describe 1) the purpose of <br />comprehensive planning and 2) the unique approach of this particular plan - <br />Ramsey3. <br />• Table of Contents <br />• Overview/Background: This is the section that currently begins on page III-II of <br />the draft document: It appears that this. section was intended to be an overview of <br />the following chapters. If this is the case, it should be re-worked into ahigh-level <br />summary of relevant community information and of each element (or chapter) of <br />the Comprehensive Plan. <br />• .Plan Elements: These would be the detailed chapters on each of the required <br />elements (transportation, sewer, natural resources, etc.) <br />Obviously, the organization should be reviewed to make sure all required sections of the <br />Comprehensive Plan are included in the format desired by Met Council. <br />-199- <br />
