CONTENT <br />• I think the document needs make clear that the Vision/Values and the <br />Goals/Strategies were developed through separate processes.. Because the goals <br />and strategies were developed prior to the vision and values,. I also think we <br />should include a statement that "where conflicts may occur, the Vision and <br />Values will guide the City's policy decisions." <br />• The document should be reviewed to make sure all elements and content required <br />by the Metropolitan Council are readily found and understood. Even when <br />separate plans (such as the NRI or Comprehensive Sewer Plan) are attached and <br />incorporate by reference, the document text should contain a brief description or <br />outline of the attached plan and how it meets the requirements. For example, for <br />. the Sewer Element (Page 1 of current draft document), it seems that the map of <br />the sewer plan along .with a brief description about how the appended <br />Comprehensive Sanitary Sewer Study meets the needs/requirements of the City <br />and Met Council should be include within the document itself. <br />• Again, the document should be reviewed to ensure that all elements and <br />information required by the Met Council is included in the appropriate sections. <br />• Because some of the text is carry-over from the current Comprehensive Plan, the <br />entire draft document should be reviewed thoroughly to ensure that all outdated <br />references or information are deleted. <br />FORMATTING, ETC. <br />Overall, the document should be checked for consistency in font,.pagination, footers, etc. <br />-200- <br />
