CASE # <br />.CONSIDER AWARDING BIDS FOR IP 08-37, <br />COUNTY POND STORM SEWER OUTLET <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />The Ramsey Town Center Project was approved in 2003. The storm water plan called for <br />creating, a series of linked regional. ponds on the site, eliminating the need for small ponds in <br />each neighborhood of the project. The plan also included a storm sewer outlet from the ponds to <br />the Mississippi River. <br />The developer asked for permission to delay installation of the outlet pipe when they applied for <br />the Lower Rum River Water Management Organization (LRRWMO) permit. The LRRWMO <br />permit allowed for a percentage of the site to be developed before the pipe was required. This <br />was based on the established LRRWMO policy for development in closed basins without an <br />outlet. The permit stated the pipe must be operational prior to approving development beyond <br />the stated threshold. The project is near this threshold and the pipe will need to be in-place in <br />order to approve new developments in Ramsey Town Center. <br />In addition to the storm sewer installation, the plans include construction of a bituminous trail <br />within the same corridor to provide access to the Mississippi River. <br />This project generated significant interest, 52 sets of plans were sent out and 24 bids were <br />received. Bids were opened December 4, 2008 at 10:00 am: Results of the four lowest bids are <br />shown below: <br />Contractor Bid <br />Northwest Asphalt, Inc $ 392,249.17 <br />Latour Construction, Inc. $ 393,809.21 <br />North Pine Aggregate, Inc $ 407,400.45 <br />Lametti & Sons; Inc. $ 413,700.00 <br />All of the bidders are listed in the resolution attached to this case. <br />Funding Source: <br />The funding source will be the Storm Water Impact Fees from Ramsey Town Center <br />development. The engineers estimate was $900,000. <br />Staff Recommendation: <br />Staff recommends awarding the bid for IP 08-37 County Pond Storm Sewer Outlet to Northwest <br />Asphalt, Inc in the amount of $392,249.17. <br />Council Action: <br />Motion to award the bid for IP 08-37 County Pond Storm Sewer Outlet to Northwest Asphalt, <br />Inc in the amount of $392,249.17. <br />~~~\ v <br />-213- <br />
