<br />City Engineer Jankowski stated that his property will also have a flared in catch basin on his <br />property that should help. <br /> <br />Barb Tripp, 5444 152nd Avenue, stated that the City keeps talking about the road being 28 feet <br />wide and she doesn't have another 14 feet to give to the City because it would literally be in her <br />front yard. She stated that the road is currently all on the west side but now the City wants to <br />center it and she doesn't think that will work for her. . <br /> <br />Jeff Rocko, 18015 Ute Street, stated that the City hasn't explained the access easement and he <br />feels this popped up out of nowhere. <br /> <br />Chairperson Elvig asked if there was any reason the road couldn't stay where it is, if the property <br />owners on the west agreed. <br /> <br />City Engineer Jankowski stated that roads are usually centered in the right of way and he wasn't <br />sure if there would be a problem with plowing because normally there is 15 feet on either side of <br />the road for snow storage so it isn't on someone's property. <br /> <br />Chairperson Elvig suggested that perhaps something could be put in an agreement that the <br />property owners on the west would allow it. <br /> <br />Public Works Director Olson stated that staff has to recommend things that are consistent <br />policies with City Code and standards. He stated that the Council can do what they need to do to <br />make a decision, but he cannot say, okay, you can have a 22 foot wide road because the next <br />developer will come in and say, why can't ours be 22 feet wide also. He stated that the standard <br />width is 32 feet, but staff has made a concession and is now recommending 28 feet. <br /> <br />Councilmember Dehen stated that he thinks Chairperson Elvig's idea is an appropriate solution, <br />to keep the road at 28 feet, keeping it over to one side and have residents give drainage and <br />utility easements that takes care of the snow storage problem. <br /> <br />Chairperson Elvig stated that he thinks the real question is keeping the road to 22 or 22 feet wide <br />maXImum. <br /> <br />Fire Chief Kapler stated that for areas like this that are non-hydranted, if there is a fire, they need <br />to haul water in, drop it off and go back and fill up. He stated that their vehicles are probably <br />about 10.5 feet wide, so if the road is only 20 feet wide, they cannot pass on the road. He stated <br />that this makes it very difficult and if the City makes an improvement to the road, it should be <br />done to the safest standards. <br /> <br />Councilmember Dehen asked if this meant a width of 28 feet. <br /> <br />Fire Chief Kapler stated that it means a width of at least 28 feet and also eliminating parking on <br />one side of the road. <br /> <br />Public Works Committee / September 16, 2008 <br />Page 7 of 17 <br />
