He stated that the City may need to prepare a legal document that has consistent <br />language that the City could ask homeowners to sign to reaffirm the dedication of the right of <br />way. <br /> <br />Councilmember Dehen asked about the current road and whether it is straight. <br /> <br />City Engineer Jankowski stated that the current dirt road is there but is entirely on the west <br />property owners 33 feet of right of way. He stated that the City needs to make sure that it has <br />good title before the road is put in. <br /> <br />Chairperson Ehrig stated that he wanted to clarify that he lives on Ute Street and while he will <br />help facilitate discussion, he will not vote on this issue. . <br /> <br />Councilmember Dehen asked if the proposed road is narrower than City standards. <br /> <br />City Engineer Jankowski stated that normal width is 32 feet and this is proposed to be 4 feet <br />narrower which is being done as a consideration because the City wants to encourage paving of <br />dirt streets. <br /> <br />Councilmember Dehen asked why the City couldn't put in a 32-foot wide street. <br /> <br />Chairperson Elvig stated that the properties are bound between the road and Lake Rogers and <br />within those confines are septic systems and drain fields. He stated that for one homeowner, <br />the easement almost puts the road on her front steps, so if the City wants to get this road paved, <br />he thinks there will need to be consideration to how wide the road is and what will actually fit <br />into the slot that is grandfathered there now. <br /> <br />City Engineer Jankowski reviewed the reasons why the City likes to have wider streets for <br />emergency vehicle access and snow plowing. He stated that another concern was drainage and <br />the City will have to run a storm sewer throughout the length of the road because ditches cannot <br />be put in. He stated that there are two residents on 179th that are having drainage problems, so <br />there will be catch basins installed with a flared end to their property that will help. <br /> <br />Jeff Rocko, 18015 Ute Street stated that if more drainage is encouraged it will cause trouble for <br />him. <br /> <br />Jim W olfbauer, 4947 179th Lane stated that there was never any drainage provided in 1970 when <br />the house was built and they probably should have. <br /> <br />Chairperson Elvig stated that this is why the City created the Enterprise Funds because the City <br />was built without these standards and there are many people in the community who have these <br />kinds of problems and this situation is a great opportunity to correct some of them. <br /> <br />Matt Chamberlain, 4925 179th Lane, stated that he also has drainage issues and is constantly <br />using a Shop Vac to clear out his basement. <br /> <br />Public Works Committee / September 16,2008 <br />Page 6 of 17 <br />
