City Engineer Jankowski stated that the price will be the maintenance costs spent by the County
during the 6 month holding period. He stated that these costs are usually minimal, for example,
if the grass needed to be cut, the City would have to pay those costs.

Councilmember Dehenasked if the County can hold the land itself.

City Engineer Jankowski stated that the property owner can redeem it or the County will put it
up for sale.

Chair Elvig asked if the City could put a limit on this, for example, approve it as long as it isn't
over $3,000.

Motion by Chair Elvig, seconded by Councilmember Olson, to recommend to the City Council
that staff be directed to file written application to withhold Outlots A&B of The Ponds of
Ramsey 2nd Addition from sale and that the City proceed to acquire the parcel for drainage and
utility and park purposes; and Outlot C of Wildlife Sanctuary 3rd Addition for drainage and
utility purposes, and that costs will be estimated before it comes to the Council.

Motion carried. Voting Yes: Chair Elvig and Councilmembers Olson and Dehen. Voting No:
None.

Case #4:

Consider Highway 10 Median Options at License Bureau Access

City Engineer Jankowski stated that there have been concerns raised about the number and
severity of accidents on Highway 10 at the median opening by the County Licensing Bureau. He
stated that there have been 16 accidents, one of which was fatal, in this area. He stated that
usually, to consider safety, some driver options are eliminated, such as reducing access, but
noted that there are a number of alternatives included in the packet. He stated that the safest
thing would be to close the median, however, this would also have the greatest impact on the
business owners. He stated that most of the accidents occurred by vehicles moving into the
Licensing Bureau. He stated that if a porkchop island was put in that would eliminate some of
these kinds of accidents. .

Councilmember Olson asked if people could make a left hand turn off of Highway 10.

City Engineer Jankowski stated that Police Chief Way had asked the same question and he thinks
the median can be designed so this is still possible.

Councilmember Olson stated that she feels this is a tough area to get out of because there are so
many things happening.

City Engineer Jankowski stated that one thing mentioned by Police Chief Way is that the length
of the median is 70 feet long, whereas other medians are 45 to 50 feet long.

Public Works Committ,ee / October 21,2008
Page 7 of 11
