The Council agreed to reappoint Gary Reimann and Richard Netzloff as Quad Cities Cable <br />Commission Delegates. <br /> <br />The assignment of administrative duties in the absence of the City Administrator is to be left open <br />until the Personnel Committee can make a recommendation. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Resolution gO 1- <br />01-006, a resolution for 1991 Council organization. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />Finance Officer Ashley explained that Merland Otto has served as the City's liaison in the past <br />regarding solid waste issues and public hearings are scheduled for January 16 and 17, regarding <br />the Metropolitan Council's Draft Solid Waste Management Development Guide/Policy Plm~. She <br />asked if the Council wishes to have Hakanson Anderson Associates, Inc. continue working on the <br />solid waste issues relating to Site P, and do they wish to appoint a committee to work with landfill- <br />related issues. <br /> <br />City Engineer Jankowski stated he has not yet been brought up to speed on the developments of <br />Site P; however, he will be attending those meetings in the future. If Hakanson Anderson <br />Associates, Inc. has been in an observatory role for the City, he felt he would now be able to <br />represent the City. However, if Hakanson Anderson has been actively preparing documents for <br />testimony, he felt it would be in the City's best interest to retain them for this issue. <br /> <br />At this time, the Councilmembers asked Mr. Jankowski to determine the amount of involvement of <br />Hakanson Anderson on the Site P issue. They agreed to have Mr. Jankowski and the Mayor <br />represent the City at the public hearing, noting the City has some time after the heatings in which to <br />reply. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer that the City of <br />Ramsey send Steve Jankowski, City Engineer, and Mayor Gilbertson to the public heatings on <br />January 16 and 17 on the Draft Solid Waste Management Development Guide/Policy Plm~. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Motion by Councilmernber Beyer and seconded by Councilmember Cich to adopt Resolution #91- <br />01-007 designating financial institutions as official depositories of City funds for 1991. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #2: Short-term Disability for the Ramsey Fire Department <br /> <br />Ms. McAloney explained that this matter is before the City Council again because of the changes <br />from what was originally approved by the Council. No physicals are required. Mayor Gilbertson <br />and Councilmember Cich had reservations about making a decision at this meeting because they <br />have not had time to study all the new information given them this evening. <br /> <br />Fire Chief David Griffin felt it would be in the City's best interest to look at the short-term <br />disability issue at this time. The original proposal was at an expense of $5,700.00 per year to the <br />City; this plan is only $615.00 per year and will provide coverage to the fire fighters in case of an <br />injury on duty.
