Case #9: Reciprocal Fire Service Agreement between the Cities of Elk River <br /> and Ramsey <br /> <br />Ms. Ashley reported that the contract with Elk River expired on December 31, 1990. Elk River is <br />looking to continue the contract for approximately six months or longer with the charges based on <br />the same rates as the previous contract. She said the length of the contract is something the Fire <br />Board wants to review. Elk River has stated they will continue to respond under the same <br />conditions in this interim basis until a new contract is formalized. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to forward review of <br />this Reciprocal Fire Service'Agreement between the Cities of Elk River and Ramsey to the Ramsey <br />Fire Board and that a response be made back to the City Council in due time. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />A) Add Airport Issue to Workshop Agenda <br /> <br />Councilmember Beyer pointed out they were elected with the understanding they would stop the <br />action of the airport and asked whether a motion should be entertained now or if the matter should <br />be added as a future agenda item. Councilmember Cich recommended the item be discussed at the <br />workshop on Saturday. Council agreed. <br /> <br />B) Rescind Prior Action on Renaming of River's Bend Park <br /> <br />Councilmember Beyer felt the action at the last Council meeting to rename a portion of River's <br />Bend Park did not go through the proper channels and recommended it be referred to the Park and <br />Recreation Commission for their recommendation. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to rescind Council's <br />action renaming a portion of River's Bend Park to the David R. Hartley Park and to refer this <br />matter to the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />C) Authorized Signatures at the Northern Bank <br /> <br />Ms. Ashley stated in the past, the Mayor, City Administrator and Finance Officer have been <br />authorized to sign checks. Mayor Gilbertson will now have that authorization along with herself; <br />however, she felt a third signature is needed. Until the City Administrator position is filled, she <br />recommended the Acting Mayor be empowered to sign and have communications and fund <br />relationships with The Northern Bank. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the Acting <br />Mayor as an additional authorized signature at The Northern Bank. <br /> <br />Motion carried.
