Ms. Ashley recommended a rate study be done for the Utility District. In addition, she and Mr. <br />Jankowski would like to review the rates for service availability proposed by Pete Raatikka in his <br />January 3, 1991 memo. To allow the day-to-day functioning of the City, she recommended that <br />the Council adopt the 1990 rates at this time until that rate study can be completed. <br /> <br />Ms. Ashley was asked for a comparison of Ramsey's fees and charges with those of other cities. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to continue the 1990 rates <br />at this time. <br /> <br />Motion carried. Voting Yes: Mayor Oilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case 07: Waiving of Health and Life Insurance and Medical Reimbursement <br /> for Ramsey City Councilmembers for 1991 <br /> <br />Ms. McAloney explained the Councilmembers can waive health and life insurance benefits, <br />however, all five members must waive them. To receive coverage in the future, all five members <br />must agree and must be accepted by LOGIS. If one member does not qualify, then none of the <br />members will be accepted. Also, because of the State Statute, if the benefits are waived for 1991, <br />the soonest the Council could be covered again would be after the election in 1993 for coverage in <br />1994. LOGIS has said there are only two cities they represent that have coverage for their elected <br />bodies. Councilmember Cich noted the expense is about $12,000.00 to cover just the <br />Councih'nembers, which is why the item was brought up. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution <br />#91-01-008 waiving health and life insurance and medical reimbursement allowance through <br />LOGIS for Ramsey City Councilmembers. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />Case #8: Purchase of Mobile Radios <br /> <br />City Engineer Jankowski explained the two radios for the Public Works Department will come <br />from the 1991 budget. A third radio is proposed to be ordered for the new truck at a future time. <br />He is also requesting an additional $200.00 for an antenna and power source which would put the <br />budget $45.00 over with this and the purchase of the third radio. He is also requesting a radio for <br />the Engineering Department's new vehicle to be funded from the 1990 Engineering Department <br />start-up cost budget. There are no maintenance service charges, and this equipment will be <br />compatible with the existing radios. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Resolution ~q01- <br />01-009 authorizing the purchase of mobile radios for the Public Works and Engineering <br />Departments. <br /> <br />Further discussion: Councilmember Cich felt it is needed and that a $45.00 overrun can be <br />absorbed. Councilmember Beyer added how .helpful those radios are to the Departments. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson.
