11. City. Wide Recycling Program <br /> <br />Councilmember Peterson stated the Council decided to operate the program the first six months; <br />however, now a decision must be made on how it will be financed and whether or not to continue <br />letting Ace Solid Waste Management bill the City or have the City bill directly. <br /> <br />Councilmember Beyer recommended each hauler take care of his own customers so the City <br />doesn't get involved in it. Each hauler could be asked to pay a fee for the privilege of collecting <br />garbage in the City, with that fee being used to fund the recycling rather than billing the individual <br />for it. The hauler would obviously pass that fee onto the customers. It would be an ordinance <br />amendment to have the haulers responsible for each resident they contract with. That would also <br />reduce the amount of Staff time on this matter. Councilmember Beyer also stated the City should <br />be getting a copy of the tonnage report of recycled materials from the haulers. <br /> <br />Mr. Jankowski stated he will check into the matter further. <br /> <br />The Council preferred not to have city-wide billing for recycling and asked that the City Attorney <br />look into Councilmember Beyer's suggestion. Staff also noted there have been some complaints <br />about the City's recycling efforts, suggesting more effort be made in public relations to make <br />residents aware of what is being done. Council asked that Staff keep track of those complaints. <br /> <br />12. Council / Staff Communications <br /> <br />Councilmember Peterson noted this item was addressed at the beginning of the meeting. He stated <br />the Council will be there to help, assist and talk with the Staff. Council needs to be advised of any <br />problem areas, both Staff and Council need to act in a professional manner, and Council needs to <br />take the initiative to be informed on tasks and policies of each Department. <br /> <br />Ms. Ott noted former Councilmember Pearson attended the Planning and Zoning Commission <br />meetings and acted as liaison to the Council. She asked if the Council wishes to continue having a <br />Councilmember at their meetings. After a brief discussion, the Council considered rotating their <br />attendance at Planning and Zoning Commission meetings. <br /> <br />Ms. Frolik also noted the City Charter requires the Mayor to give a State of the City address in <br />February and that it be published in the February issue of the newsletter. <br /> <br />Mayor Gilbertson stated that he will have it prepared. <br /> <br />13. Personnel Policies - Representation by Bargaining Unit <br /> <br />Councilmember Peterson stated it is the intent that the committee appointed at the last meeting will <br />negotiate with both unions with the hope of obtaining a settlement quickly and professionally. <br />They intend to deal with people fairly and honestly. <br /> <br />Ms. McAloney stated the AFSCME union is ready for mediation, though she hoped it could be <br />averted if the committee can negotiate a remedy before that mediation. She will get the background <br />for the committee. She also felt that the issue of comp time needs to be discussed by the Personnel <br />Committee. <br /> <br />Councilmember Beyer felt the policy is quite clear in that comp time applies to everybody. <br /> <br />City Council / January 12, 1991 <br /> Page 11 of 13 <br /> <br /> <br />
