Miss Ashley and Mr. Auspos noted that they had been verbally told by the previous Administrator <br />that they did not qualify for comp time and just now found out that is not the intent of the City <br />Code. Both expressed frustration at the lack of fairness. <br /> <br />Councilmember Beyer stated the City Code would apply unless there is a written contract or some <br />specific statement was made in the motion when they were hired. <br /> <br />Miss Ashley felt that this should have been discussed and everyone treated the same, as that is not <br />the way she has been operating nor compensated. <br /> <br />Council agreed the Personnel Committee should look into the matter further. <br /> <br />Miss Ashley was concerned about statements made of Council wanting all employees to be under <br />one bargaining unit of LELS or AFSCME. She disagreed with having the Department Heads <br />within the same bargaining unit as the people they supervise, feeling that is not in the best interest <br />of the City. Mr. Auspos agreed. <br /> <br />Councilmember Beyer was concerned with eliminating the inequities she has heard of with the <br />union employees versus exempt employees. <br /> <br />Ms. Ott and Ms. Frolik gave examples in support of their view that there is no inequity and why <br />some employees may mistakenly think them have been differences in percent of increases. <br /> <br />Ms. McAloney argued it is up to the Council to see that everyone is treated equally and fairly. <br /> <br />No further Council action was taken at this time. <br /> <br />14. Appoint City Health Officer <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to appoint Dr. William <br />Rodman as the City Health Officer if he is interested; if not, that Dr. Ronald Jankowski be offered <br />the position. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich and Peterson. <br />Voting No: None. Absent: CouncilmemberHardin. <br /> <br />15. City of Ramsey Computer Network Policy <br /> <br />Finance Officer Ashley explained that the former Administrator was the most knowledgeable about <br />the City's computer network, and now there is no one on Staff as familiar. They have had a <br />problem with viruses on more than one occasion and it would create a huge problem if it happened <br />again. She recommended a policy to minimize any problems by restricting the use of the City's <br />network to employees and City owned hardware, software, diskettes and tapes. Only one outside <br />modem is being used by Hakanson Anderson Associates, Inc. for electronic mail. Council <br />suggested that the City cease using all outside modems. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt the policy <br />regarding use of the City of Ramsey's computer network. <br /> <br />Motiou carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich and Peterson. <br />Voting No: None.
