Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Hardin and Peterson. <br />Voting No: Councilmember Beyer. <br /> <br />b. Engineering Technician Position Vacancy <br /> <br />Mr. Jankowski stated because of budget constraints he felt the Council could put a freeze on hiring <br />an Engineering Technician at this time. He is now in the process of organizing and structuring the <br />Department and he felt they should be further along before adding personnel. He did hope that he <br />could get some assistance from the office staff in the mean time. Council agreed. <br /> <br />c. Police Officer Position for 1991 <br /> <br />Police Chief Auspos stated if it is the Council's intent to hire a new Police Officer until later in the <br />year, he will not go through the process of interviewing. The Council generally agreed that until it <br />is known what effect any legislative action will have on the City's budget and that the Police <br />Officer position should be placed on hold until at least June 1, 1991. <br /> <br />d. Secretary to Administrative Services Position Vacancy <br /> <br />Ms. Ott explained this is not a new position. It is a vacancy created when Jo Thieling became the <br />Recording Secretary, and very little of her time is left for administrative work. She felt that the <br />work could be handled for a few more months, but they will need someone by spring. <br /> <br />Again, since the Council does not know what the legislature will do, it was agreed to put this <br />position on hold until spring. They suggested the Staff re-examine the level of service provided <br />and that some services may have to be cut back. <br /> <br />Councilmember Peterson also suggested the Council consider the time required of Staff when <br />requesting information and that they should be aware of how each department operates and the <br />services they provide. <br /> <br />Councilmember Beyer suggested that when Councilmembers talk with residents the question be <br />passed onto Staff and that a Staff member would then call the residents back with the information. <br /> <br />5. Airport and Airport Commission <br /> <br />Councilmember Peterson briefly reviewed the background of the previous Council agreeing to <br />become involved with the Gateway North Industrial Airport, a private entity. <br /> <br />Mr. Jankowski stated in October there was a motion to proceed with an application for land <br />acquisition assistance. However, no money was spent on it since that time and no work has been <br />done. Last year there was some discussion to having the Metropolitan Airport Commission <br />(MAC) be the entity to control the airport. He asked if that is still acceptable to the City Council. <br /> <br />Councilmember Peterson understood that was a very low priority to MAC, that they obviously <br />want the City to make the commitment and spend the money. He personally did not feel the City <br />should be in the airport business, though he didn't mind the airport existing as a private business <br />as it does now. <br /> <br />City Council / January 12, 1991 <br /> Page 7 of 13 <br /> <br /> <br />
