Councilmember Beyer felt if MAC came in, they would expand the airport. She has no problem <br />with the airport as it exists now, but she does not want to see funds going to improve it or to help <br />maintain it. <br /> <br />It was noted that the ordinance would need to be amended to abolish the Airport Commission. To <br />stop any future City involvement, it was felt the City's Charter would need to be amended by <br />referendum. <br /> <br />Sharon Dahlgren - 6328 143rd Lane N.W. - questioned if this needs to be done now, or if it could <br />wait until after the decision is made on the proposed Site P landfill. The people do not want the <br />landfill either, and this could be used as a tool. <br /> <br />Further discussion noted that the airport and landfill are not compatible and that it may be in the <br />City's best interest not to take any action on the airport right now. <br /> <br />Councilmember Hardin asked for a memorandum regarding the status of the issue. <br /> <br />Mr. Jankowski stated he will try to prepare a memo on the background, current status and possible <br />actions by MAC. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer that Hakanson Anderson <br />Associates, Inc. and City Staff put on hold all further workings for expansion of the airport as <br />proposed by the July 1990 Council action, and that City Staff do minimal work and spend <br />absolutely minimal amounts of City funds for the progression of the airport until a later date. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />6. Fire Department <br /> <br />a. History <br /> <br />Fire Chief Griffin pointed out that according to the historical summary of the Department prepared <br />by Staff, the Department is running on less than one-half of what had been originally thought the <br />operational budget would be. They will spend the remainder of the start-up costs in 1991. Of the <br />$487,000 already spent, $284,000 of that was for trucks. He is concerned that the 1991 budget <br />does not include any monies for fuel or truck maintenance, and he did not yet know what those <br />costs will be. The General Fund budget for the Fire Department for 1991 is approximately <br />$68,000, of which $40,000 is for capital expenditures. In 1990, it was about $60,000. Miss <br />Ashley said she will have to determine how much of the budget is for capital expenditures. <br /> <br />Further discussion noted the $500,000 start-up costs came from the Landfill Trust Fund budget. <br />The Fire Department will receive no more funding from that Trust Fund. Councilmember Beyer <br />asked if the Trust Fund is to be repaid, as she thought that the intent was that those trust funds <br />were to be used only for paying for the extension of water and sewer to residents around the <br />landfill in the event of contamination. Councilmember Peterson did not think the intent was to <br />repay it; however, it was agreed that the Staff should research the resolution as to the terms of <br />using monies from that fund. Miss Ashley also noted that the Trust Fund has also been used for <br />other things, including park projects.
