not to exceed 10 per week and that she be compensated at her usual rate with an additional day of
vacation for each month in the "Acting" position.

Further discussion: Ms. McAloney informed City Council that the Personnel Committee instructed
her to proceed with Miss Ashley's annual review as Finance Officer from June of 1990 and to
submit the review with salary recommendations to the Personnel Committee at their next meeting.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and
Cich. Voting No: None.

The City Council reviewed the draft advertisement for the City Administrator position approved by
the Personnel Committee; and Ms. McAloney reviewed the offer from Mr. Jim Brimeyer of Sathe
& Associates with regard to using them as the search firm to find a candidate to hire for City
Administrator. Discussion ensued regarding this proposal. The feeling of most of the
Councilmembers was that the fee set by the professional search f'mn was quite high and that the
City should run the ad and proceed to interview candidates for the position themselves.
Councilmember Hardin reiterated all the tasks that would be performed by the search firm and also
added that the price may be negotiable and also that the City could do some of the legwork, thereby
cutting costs. Councilmember Beyer added that she was excited about the search f'mn being privy
to a network, therefore having access to many more candidates and that the money saved by not
hiring an interim City Administrator could be used to employ Sathe & Associates to do the
searching and interviewing for the position. Mayor Gilbertson commented that a lot of issues on
tonight's agenda pertained to money and there just isn't any extra money to be spent on non-
budgeted items.

Motion by Councilmember Peterson and seconded by Councilmember Cich to direct Personnel to
publish the ad for the City Administrator position in the Minneapolis Star and Tribune, the League
of Minnesota Cities Bulletin, Insight News and ICMA with a deadline date being the end of
February.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and
Hardin. Voting No: None.

3) Probation period for City Engineer Steven Jankowski - Personnel Coordinator McAloney
informed Council that the Personnel Committee had instructed the Finance Officer and the
Personnel Coordinator to complete a performance appraisal on Mr. Jankowski and present it to the
Personnel Committee at their February 5th meeting. Mr. Jankowski's probation period ends on
January 30, 1991.

4) Salary Increase for Community Development Inspector Steven Lutmer - Ms. McAloney
informed the Council that the Personnel Committee instructed her to submit an increase in salary
consistent with the terms of the AFSCME bargaining unit contract for Steve Lutmer to the Finance
Office. Copies of the performance evaluations for Mr. Lutmer will be reviewed with the Personnel
Committee at their February 5, 1991 meeting.

5) Sofa for City Hall - Ms. McAloney explained that it would be very helpful to have a sofa at
City Hall in case someone wasn't feeling well, they would have a place to lie down, etc. It would
be put in the Senior's area and would be also be very beneficial for them.

Motion by Councilmember Beyer and seconded by Councilmember Hardin to authorize staff to
purchase a sofa for an amount not to exceed $300.00.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Cich and
Peterson. Voting No: None.

City Council/January 22, 1991
