He stated that the joint powers arrangement with other Anoka County <br />Communities would be very expensive for the first ten years even though we would be building up <br />an equity for the future. It is also a long way to drive for our future CSO's and citizens, being on <br />the east side of Blaine. The two options stemming from private contractors are unacceptable. In <br />one case the contractor did not supply further information after several requests and in the other, <br />Ms. Kadlec, the location (Corcoran) is too far away. Chief Auspos recommended using the City <br />of Anoka. He explained that Anoka does not have the same hours of coverage, however, once <br />Ramsey is "on board" they would be extending those hours. He feels the fee ($50.00 for <br />impoundment for the first pick up and $100.00 for the second impoundment in 12 months plus <br />boarding costs) is too high. He's afraid that people will not even be able to afford to pick their dog <br />up from the pound if the fee is so high. He suggested reducing the fee to reflect the actual cost of <br />pick up and transportation. <br /> <br />Upon inquiry, Chief Auspos answered that the City is on a month to month contract basis with the <br />Humane Society now and they require a 30-day cancellation period. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve, in <br />concept, contracting with the City of Anoka for animal control services and to direct staff to finalize <br />a contract and procedure with Anoka for approval by the City Council. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to instruct City Attorney <br />Goodrich to redraft the ordinance dealing with fines with regard to dogs to reflect actual cost as <br />opposed to charging such a large fee. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Further discussion: Councilmember Hardin asked Chief Auspos what percentage of animals <br />picked up by the City are licensed to which Chief Auspos replied very few. Councilmember <br />Hardin inquired if it would be possible to require veterinarians to refuse to give vaccinations to <br />unlicensed animals. Chief Auspos stated that if the dog is not licensed, it also does not have proof <br />of rabies vaccinations and that might be a good approach. Consensus of the Council was that this <br />issue should be discussed at a subsequent meeting. <br /> <br />Case ~7: Adopt Ordinance Adopting the Minnesota State Building Code <br /> <br />City Engineer Steve Jankowski stated it has been the City's past policy to adopt the Minnesota <br />State Building Code. In the summer of 1990, the Minnesota State Building Code was amended, <br />therefore the City must likewise amend its ordinance to achieve compliance with its past policy. <br />this ordinance was introduced at the Council's January 8, 1991 meeting and it is being presented <br />n~for formal adoption. He stated that he knows of nothing controversial with this particular <br />ordinance change. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Ordinance #91-1 <br />adopting the Minnesota State Building Code. <br /> <br />Motion carried.
