Case #8: Sanitary Sewer and Watermain Extension from PIN: 35-32-25-31- <br /> 0008 to the Eastern City Boundary (Improvement Project ~91-01) <br /> <br />Mayor Gilbertson turned this case over to Councilmember Ken Peterson as Acting Mayor. Acting <br />Mayor Peterson stated that on November 27, 1990, the City Council adopted Resolution #90-11- <br />357 authorizing the City Engineer to prepare a feasibility study for extending sewer and water to an <br />area along U.S. Highway #10 between the eastern City limits and JR's Establishment. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Resolution #91- <br />01-019 receiving the feasibility report and calling for a public hearing for sewer and water <br />improvements for public Improvement Project g91-01 to be held on February 26, 1991 at 7:00 <br />p.m.. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer, Cich, Hardin and Peterson. Voting No: <br />None. Abstain: Mayor Gilbertson. <br /> <br />Case #9: Implementation Schedule for Retrofitting Play Lots with Resilient <br /> Surfacing <br /> <br />The meeting was turned back over to Mayor Gilbertson. <br /> <br />City Engineer Jankowski stated that on October 23, 1990, the City passed a resolution establishing <br />a policy for providing a resilient surfacing on all new playgrounds. It also acknowledged that all <br />existing playgrounds should be retrofitted with said resilient surfacing as time and funds permit. <br />At the time this surfacing policy was passed, it was not known which play lots required upgraded <br />surfacing nor was there any idea as to the cost involved. He explained that the staff has <br />inventoried its play lots and has estimated the cost of retrofitting seven play lots with loose pea <br />gravel surfacing would require approximately $6,300.00 in materials and approximately 100% of <br />that amount in City labor. The material cost consists primarily of border landscape timbers needed <br />to confine the pea gravel. He added that if the City were to retrofit the noncomplying playgrounds <br />over the next three years, approximately 10% of the 1991 budgeted operating expenses would be <br />expended for the necessary supplies and 3% of the Park and Recreation Personal Services Account <br />would be expended. Mr. Jankowski recommended amending the existing playground surfacing <br />policy to schedule the retrofitting of all existing, noncomplying play lot surfaces by the end of <br />1993. He added that this is within the budget restraints. <br /> <br />Finance Officer Ashley pointed out that for the first time, the 1991 Budget for Parks included <br />$10,000.00 for landscaping supply costs (timbers,-etc.), and this had been included based upon <br />the recommendation of the Park and Recreation Commission. <br /> <br />Councilmember Peterson suggested that maybe some of the labor could be a project for the <br />Trailblazer Program. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution <br />#91-01-020 amending policy for surfacing of playground equipment. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />Case #10: Proceeds from the Sale of the Landfill <br /> <br />Finance Officer Sandra Ashley stated that at the Council workshop meeting held on January 12, <br />1991, there was a discussion as to existing restrictions for the use of proceeds from the sale of the <br />landfill.
