Case #8: Sanitary Sewer and Watermain Extension from PIN: 35-32-25-31- 0008 to the Eastern City Boundary (Improvement Project ~91-01) Mayor Gilbertson turned this case over to Councilmember Ken Peterson as Acting Mayor. Acting Mayor Peterson stated that on November 27, 1990, the City Council adopted Resolution #90-11- 357 authorizing the City Engineer to prepare a feasibility study for extending sewer and water to an area along U.S. Highway #10 between the eastern City limits and JR's Establishment. Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Resolution #91- 01-019 receiving the feasibility report and calling for a public hearing for sewer and water improvements for public Improvement Project g91-01 to be held on February 26, 1991 at 7:00 p.m.. Motion carried. Voting Yes: Councilmembers Beyer, Cich, Hardin and Peterson. Voting No: None. Abstain: Mayor Gilbertson. Case #9: Implementation Schedule for Retrofitting Play Lots with Resilient Surfacing The meeting was turned back over to Mayor Gilbertson. City Engineer Jankowski stated that on October 23, 1990, the City passed a resolution establishing a policy for providing a resilient surfacing on all new playgrounds. It also acknowledged that all existing playgrounds should be retrofitted with said resilient surfacing as time and funds permit. At the time this surfacing policy was passed, it was not known which play lots required upgraded surfacing nor was there any idea as to the cost involved. He explained that the staff has inventoried its play lots and has estimated the cost of retrofitting seven play lots with loose pea gravel surfacing would require approximately $6,300.00 in materials and approximately 100% of that amount in City labor. The material cost consists primarily of border landscape timbers needed to confine the pea gravel. He added that if the City were to retrofit the noncomplying playgrounds over the next three years, approximately 10% of the 1991 budgeted operating expenses would be expended for the necessary supplies and 3% of the Park and Recreation Personal Services Account would be expended. Mr. Jankowski recommended amending the existing playground surfacing policy to schedule the retrofitting of all existing, noncomplying play lot surfaces by the end of 1993. He added that this is within the budget restraints. Finance Officer Ashley pointed out that for the first time, the 1991 Budget for Parks included $10,000.00 for landscaping supply costs (timbers,-etc.), and this had been included based upon the recommendation of the Park and Recreation Commission. Councilmember Peterson suggested that maybe some of the labor could be a project for the Trailblazer Program. Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution #91-01-020 amending policy for surfacing of playground equipment. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and Hardin. Voting No: None. Case #10: Proceeds from the Sale of the Landfill Finance Officer Sandra Ashley stated that at the Council workshop meeting held on January 12, 1991, there was a discussion as to existing restrictions for the use of proceeds from the sale of the landfill.
