Motion by Councihnember Cich and seconded by Councilmember Beyer to reschedule the regular <br />City Council meetings of Tuesday, February 26, 1991 and Tuesday, March 12, 1991 to <br />Wednesday, February 27, 1991 at 7:00 p.m. and Wednesday, March 13, 1991 at 7:30 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #2: <br /> <br />Adopt Ordinance to Rezone Outlot D, Northfork from Planned Unit <br />Development to Rural Business <br /> <br />Zoning Administrator Frolik reviewed that on January 22, 1991 the City Council approved Linda <br />Obrycki's request for a rezoning, adopted findings of fact and introduced an ordinance to rezone <br />Outlot D, Northfork to Rural Business. She explained that the ordinance is eligible for City <br />Council adoption at this time and would become effective 30 days after publication in the official <br />newspaper. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Ordinance #91-2 <br />rezoning Outlot D, Northfork from Planned Unit Development to Rural Business. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #3: Naming of Park in Honor of David R. Hartley <br />City Engineer Jankowski summarized the events leading up ~'~ this case coming before the City <br />Council for review again. He explained that all but two of the 34 parks in the City of Ramsey are <br />named for the subdivision from which they are dedicated but added that the option of naming or <br />renaming a City Park, public building or facility in honor of an individual who has served the <br />community or their country is entirely within the discretion of the City Council. <br /> <br />Mayor Gilbertson asked for input from the citizens. <br /> <br />Jason Williams, 5180 - 157th Lane N.W., Ramsey - stated that the handicapped children in his <br />school would be able to use this park and he felt that it was David Hartley's idea and that it <br />wouldn't be there without him so it should be named after him. <br /> <br />Thomas Williams, 5180 - 157th Lane N.W., Ramsey - stated that it was his son Jason's idea to <br />name this portion of the park after David Hartley. He added that Mr. Hartley had talked with him <br />of his views of the City of Ramsey and they were quite different from what the residents were <br />getting "dumped on" them. Mr. Hartley had seen a handicap park in another city and in doing <br />some checking, found out it was funded by Community Development Block Grants Funds, so he <br />was instrumental in getting tile handicap portion of River's Bend going. He felt by naming it the <br />David R. Hartley Park (he asked that the word memorial be stricken from the name), people would <br />understand how it came to be. <br /> <br />Alan Pearson, 14821 Bowers Drive, Ramsey - stated that he had worked with David Hartley for <br />four years while he was on tile City Council and he felt it was Dave's hard work and extra effort <br />that got tile park going. He said maybe it's time the policy be changed about not naming parks <br />after people. <br /> <br />Mayor Gilbertson asked what the difference would be if someone spent a lot of extra time and <br />effort on a bridge (i.e., Arnie Cox), why not name the bridge after him? <br /> <br />City Council/February 12, 1991 <br /> Page 6 of 12 <br /> <br /> <br />
