PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday, February 27, 1991 to <br />discuss the use of 1991 Community Development Block Grant (CDBG) Funds. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Richard Cich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />Acting City Administrator, Finance Officer Sandra Ashley <br />City Engineer Steve Jankowski <br />Personnel Coordinator Kay McAloney <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br />Kim Knutson, Anoka County Union <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public heating to order at 7:28 p.m.. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Anoka County is responsible for allocating CDBG Funds <br />from the U.S. Department of Housing and Urban Development. She stated that CDBG Funds are <br />limited to being used for projects that benefit the handicapped, senior citizens, low income persons <br />and economic development activities. The City of Ramsey currently has an allocation of <br />$51,770.00 for CDBG projects for the years 1990 and 1991. <br /> <br />Mayor Gilbertson read Ms. Frolik's suggestions as to where the money could be allocated. They <br />are as follows: County Housing Rehabilitation Program, $35,000; Public Service Agencies, <br />$10,000; Senior Center Carpet, $4,770; and County Administration Fee, $1,000. He also <br />commended Ms. Frolik on her research and added that it would be a shame not to use this money <br />as it does not cost the City anything. <br /> <br />Ms. Elaine Bangerud, Anoka County Community Action Program was present and explained the <br />Senior Outreach Worker program. The outreach worker is someone who goes to the seniors' <br />homes and educates them on the programs available such as weatherization of their home, fuel <br />assistance, energy assistance, food stamps, food shelf and assists them in receiving these things <br />and whatever else their needs may be. She then introduced Marge Faherty, Senior Outreach <br />Worker for Ramsey. <br /> <br />Ms. Faherty described some of the work she's done in Ramsey for the senior citizens. <br /> <br />Ms. Frolik stated that if the City Council approves her recommendations for $10,000.00 to be <br />allocated to public service agencies, and if the County approves it, then the City would advertise <br />that the money is available and would accept applications from different organizations.
