crosswalk, a map showing the location options for the street light, a drawing of street light
assemblies from Gary Weber, Anoka Electric Cooperative, some funding ideas, a copy of the
petition signed by her neighbors in July, 1990 and a copy of the case sheet from last year's
Council meeting regarding the street lighting policy. All materials were given to the Recording
Secretary for filing. Ms. Stanley requested a recommendation from the City Council tonight.

Mayor Gilbertson stated he knew of someone who would donate the street light to the City and he
would take care of the matter on February 28, 1991.

With regard to operational costs, Sandra Ashley stated that the funding for an individual light is
less than $100.00 per year. She added that Anoka Electric Cooperative installed two
demonstration street lights last year with the understanding that the City would pay for them when
the street light policy is set and installation of other street lights begin. She suspected this would
not be an issue in this case; however, she wanted City Council to be aware of it.

Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt the lighting
policy with priorities and classifications and direct City Staff to prepare an ordinance for street
lights.

Further Discussion: The ordinance will be brought before the City Council at their next meeting
for introduction. The Budget Committee will discuss the funding plan for the street lighting.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and
Hardin. With the impending expiration of the six month contract period approaching, a decision
needs to be made on the future administration of this mandated program. Mr. Jankowski presented
the alternatives as follows: Alternative A - continue the existing program. Alternative B - Require
licensed haulers to provide curbside recycling. Alternative C - Contract with a single vendor to
provide curbside recycling and bill the residents directly for the service. Alternative D - contract
with a single vendor to provide curbside recycling and have the vendor bill the residents directly.
Mr. Jankowski stated he is recommending the existing contract be extended six months under the
present contract with funds from the program coming from the Landfill Tipping Fund.

Motion by Councilmember Hardin and seconded by Councilmember Cich to extend the existing
recycling contract six months and to use the Landfill Abatement Revenue just received from Anoka
County in the amount of $15,719.00 to cover part of the cost and fund the remainder from the
Landfill Tipping Fees. Staff will report back with details on all other curbside recycling
alternatives by May, 1991 on alternatives and include the latest legislative outlook on the issue.

Motion carried.
