Cities, the implementation plan will be presented to the Personnel Committee. Ms. McAloney <br />stated the exempt employees had received a copy of the proposed contract and had expressed <br />favorable comments. Upon inquiry about cost, Ms. McAloney stated that $66,000 was budgeted <br />for increases, the City Council waived health and life insurance which added $12,000 to the budget <br />for a total of $78,000. The total of all increases for exempt, AFSCME and LELS employees <br />including PEP, A, Social Security, Workman's Compensation, etc. comes to $72,000. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to approve the changes <br />in wages and benefits for the exempt employee for 1991 as specified in the above plan. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #3: Ramsey Representative to the North Suburban Consumer Advocates <br /> for the Handicapped, Inc (NSCAH) <br /> <br />Mrs. Helling introduced Kim Flesner, Ramsey's representative on NSCAH. Ms. Flesner stated <br />that one of her children is handicapped and she sees her role as Ramsey's NSCAH representative <br />as a chance for people in the community with development disabilities to express their needs to the <br />Council. She stated she would like City Council to consider having an NSCAH booth at the <br />business expo. She also suggested a needs assessment should be done to find out the number of <br />disabled people in the community and educate them as to what services are available to them. <br /> <br />Councilmember Peterson asked Ms. Flesner to prepare a report identifying handicap accessible <br />improvements needed in the community and possible funding sources. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the <br />appointment of Kim Flesner as the City of Ramsey's liaison with the North Suburban Consumer <br />Advocates for the Handicapped, Inc. and the payment of her membership dues in the amount of <br />$12.00. <br /> <br />Further discussion: Councilmember Hardin suggested Ms. Flesner contact Ken Wagner or <br />Claudia Dodge regarding an NSCAH booth at the Business Expo. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #4: Consider Resolution Opposing Construction of T.H. 610/T.H.10 as a <br /> Toll Road <br /> <br />City Engineer Jankowski stated that the City had received correspondence from North Metro <br />Mayor's Association requesting action to pass a resolution to oppose the construction of T.H. 610 <br />and T.H. 10 as a toll road. He added that although the Toll Road Association proposal may bring <br />these projects to reality within a shorter time frame, it is the North Metro Mayor's Association's <br />position that it "skims the cream" off an already in-place and programmed highway project. Mr. <br />Jankowski added that Anoka County is actively opposing the Toll Road Association proposal also. <br /> <br />Mr. Joseph Strauss, North Metro Mayor's Association, was present and reported that his <br />organization was unanimously opposed to the proposed toll roads because they would promote <br />growth to the south again. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution <br />//91-03-065 opposing the construction of T.H. 610/T.H. 10 as a toll road and that this resolution <br />be circulated to State Legislators. <br /> <br />City Council/March 13, 1991 <br /> Page 5 of 11 <br /> <br /> <br />
