CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Improvement Project #91-02 - <br />SealcoatingFlintwoodHillsAddition on Tuesday, March 26, 1991 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Mirraesota 55303. <br />Members Present: Mayor James Gilbertson <br /> Councilmember Sheila Beyer <br /> Councilmember Richard Cich <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Acting City Administrator/Finance Officer Sandra Ashley Helling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:09 p.m. to discuss Improvement Project <br />#91-02 - Sealcoating Flintwood Hills Addition. <br /> <br />PRESENTATION <br /> <br />Mr. Jankowski stated that this street was built in 1976 and last sealcoated in 1983. There is <br />approximately .84 miles involved and some areas will need repair work prior to sealcoating. The <br />assessment cost calculated at $254.00 per unit was an error since there are 30 units rather than 22 <br />units. The assessment will be $186.00 per unit. He added that all costs given are estimated. <br /> <br />CITIZEN INPUT <br /> <br />Stan Data, 5510 - 140th Lane N.W., Ramsey - stated he has lived on his street since 1978 and its <br />been sealcoated twice. He thought it had just been done three years ago and asked Mr. Jankowski <br />to re-check the records. <br /> <br />Another resident stated he had walked the neighborhood and he has a lot of concerns with the <br />cracks in the street. He stated he would really appreciate the City checking this out more closely. <br /> <br />Upon inquiry about how the job is bid, Councilmember Peterson stated the project is let out on <br />bids. If the bid is 10% higher than the estimate, the City is legally bound to hold another public <br />hearing. If the bid is lower, the assessment will be lowered. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adjourn the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich.
