CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Improvement Project #91-04 ~ <br />Sealcoating Reilley Estates 1st, 2nd and 3rd Additionson Tuesday, March 26, 1991 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br />Members Present: Mayor James Gilbertson <br /> Councilmember Sheila Beyer <br /> Councilmember Richard Cich <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Acting City Administrator/Finance Officer Sandra Ashley Helling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:24 p.m. to discuss Improvement Project <br />//91-04 - Sealcoating Reilley Estates 1 st, 2nd and 3rd Additions. <br /> <br />PRESENTATION <br /> <br />Mr. Jankowski stated that this street was built in 1976 and sealcoated in 1981. It will need only <br />minor repair. There are 53 units to be assessed and the estimated amount is $160.00 per unit. <br /> <br />CITIZEN INPUT <br /> <br />John Ploeger, 15640 Juniper Ridge Drive, Ramsey - asked why the residents of Ramsey are <br />paying an additional maintenance fee for public su'eets. <br /> <br />Mr. Jankowski stated the projects are special assessed rather than taken out of the general fund <br />because the City has levy limits governing the amount it taxes its residents. Special assessments <br />are another avenue for revenue for the City. <br /> <br />Mr. Ploeger stated if he was living somewhere else, he wouldn't be paying the special assessment <br />for the maintenance of the road. He felt that the general fund should be used to pay for it since it is <br />a public road. He added that his tax dollar pays for grading dirt streets and they should also pay <br />for his sealcoating. He feels he is paying road taxes and then being assessed again. He asked <br />what would happen if the project was defeated by a petition. <br /> <br />Councilmember Beyer stated the City has a responsibility to maintain roads in a safe manner. If <br />the sealcoating was petitioned against, the City would revert the street back to dirt when it is no <br />longer maintainable as a paved street due to deterioration. <br /> <br />Mr. Jankowski stated that the cost of this year's sealcoating program is approximately $140,000. <br />If the City does the streets on a seven year basis, $60,000 to $70,000 a year would have to be a <br />line item in the budget. <br /> <br />Mr. Ploeger stated that the interest on the money sitting in the general fund right now would pay <br />for the sealcoating. <br /> Public Hearing - #91-04/~areh 26~ 1991 <br /> Page 1 of 2 <br /> <br /> <br />
