Also, to approve the request of $432.00 <br />for seedlings to be distributed to students at the Ramsey Selementary School. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution #91- <br />03-073 proclaiming the month of April as "Keep America Beautiful Month in Ramsey". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit to Maintain more than One <br />Principal Structure on a Lot of Record; Case of Grace Community <br />Bible Church <br /> <br />Ms. Frolik stated that the Ramsey City Code states that there should be no more than one main <br />building on a lot unless otherwise provided for. Pastor Barrows of Grace Community Bible <br />Church has applied for a conditional use permit to construct a parsonage on the same lot as the <br />church at 6341 - 167th Avenue N.W. The Planning and Zoning Commission conducted a public <br />hearing regarding this CUP on March 5, 1991. The concerns expressed at the public hearing were: <br />1) not a sufficient amount of adequate soils to support another septic system; and 2) future use of <br />the church structure if the church left the subject site. The Planning and Zoning Commission J~s <br />recommending approval of the request for a CUP. <br /> <br />Discussion ensued regarding what would happen if the church use ceased. <br /> <br />Ms. Frolik stated that if the church use ceases, another CUP would have to be applied for before <br />another use could be allowed there. <br /> <br />City Council proceeded to review the findings of fact. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Findings of <br />Fact #0292 relating to a request from Grace Community Bible Church for a conditional use <br />permit. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />The Council proceeded to review the proposed conditional use permit. There was discussion <br />regarding item #3. Consensus of the City Council was that it should be changed to read "That the <br />residential structure have continuous tax exempt status under the property tax laws of the State of <br />Minnesota. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the <br />request, as amended, from Grace Community Bible Church for a conditional use permit. <br /> <br />Motion carried.
