Case #3: <br /> <br />Request for a Conditional Use Permit to have Exterior Storage as a <br />Principal Use of Rural Industrial Property; Case of Roger Munter, <br />Elite Construction <br /> <br />Ms. Frolik stated this case had been tabled at the last meeting to allow time for an inspection of the <br />subject property and the varying elevations to determine appropriate screening. The City Engineer <br />and the Mayor met with Mr. Munter at the site. It was determined that the most suitable portion of <br />the lot for exterior storage purposes would be that area along the northern boundary of the lot <br />because the elevation there is approximately the same as the elevation on Highway #10. It was <br />also determined that vision obstruction strips should be installed in the fence on the south, east and <br />west sides. <br /> <br />City Council proceeded to review the findings of fact. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to adopt Findings of Fact <br />#0293 relating to Roger Munter's request for a conditional use permit to utilize Lot 1, Block 1, <br />HY-10 Ramsey for exterior storage purposes. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />City Council proceeded to review the proposed conditional use permit. <br /> <br />It was the consensus of the Council to amend #4 to require vision obstruction strips to be installed <br />in the fending on the south, east and west sides of the storage area. <br /> <br />It was the consensus of the Council to add #5 which should read - "Storage be limited to that <br />northern portion of the lot". <br /> <br />City Attorney Goodrich suggested adding #6 to read - "Permittee shall keep materials stored on site <br />in a neat and orderly fashion and discard any abandoned or inoperable equipment." Attorney <br />Goodrich also suggested adding #7 to read - "Permittee shall pay all City expenses incurred in <br />administering and enforcing this conditional use permit". <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to approve Mr. Roger <br />Munter's request for a conditional use permit, as amended, to have exterior storage as a principal <br />use of property in the Rural Industrial District in accordance with the recommendations of the <br />Planning and Zoning Commission on February 5, 1991. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />Case #4: Request for Conditional Use Permit for Aluminum Processing <br /> Facility; Case of Glen Rychner <br /> <br />Merland Otto, Hakanson Anderson Associates, Inc. stated that Mr. Glen Rychner has applied for a <br />conditional use permit to develop and operate an aluminum processing plant located at Lot 2, Block <br />1 of Gateway North Industrial Park Plat 1. The property is zone B/W - Business/Warehouse. The <br />Aluminum Processing operation would include the disassembly of vehicle engines and <br />transmissions on-site which will require a hazardous waste generator license. Two melt furnaces <br />are proposed to be operated which would be located within a separate structure. These furnaces <br />would be equipped with afterburners and are planned to operate 24 hours a day, seven days a week <br />while the metal receiving operation would operate between 7:00 and 8:00 p.m., Monday through <br /> <br />City Council/March 26, 1991 <br /> Page 6 of 10 <br /> <br /> <br />
