residential and commercial has a 4. 8% rate. Agricultural, homestead (house, garage and one acre)
<br />is the same as residential. Non-homestead agricultural is 3% per house garage and one acre.
<br />Agricultural land, homestead is .45% under $100,000 and .65% over $100,000. Agricultural
<br />land, non-homestead is 1.6%. Mr. Keefe stated that if your property tax goes up over 10%, you
<br />are entitled to a property tax refund regardless of your income. Mr. Keefe explained that in the last
<br />two years, Ramsey residents saw big increases. The reason being the property is supposed to be
<br />assessed as close as possible to what it could be sold for. He explained that the commercial
<br />property is being completely reassessed as the values hadn't been adjusted for some time. Mr.
<br />Keefe explained the procedure for tonights meeting and also stated that if a resident is dissatisfied
<br />with the decision at the local Board of Review, they can appear before the County Board of
<br />Review scheduled for June 17, 1991 at 10:00 a.m. at the Anoka County Court House.

<br />Richard Wolens, 6726 - 137th Avenue N.W., Ramsey (34-32-25-42-0006) - stated there is a
<br />number of residents (names and addresses listed below) present with the same concern which is
<br />the Adult Book Store. He proceeded to read from different articles indicating that property values
<br />decrease when they are in the neighborhood of a sexually oriented business. He stated the
<br />immediate depreciation is in excess of 10 to 32% of the property value. Mr. Wolens stated that
<br />each of the property owners located near the bookstore want a 25% reduction in the property value
<br />established in 1989, payable in 1990. They want an abatement for 1989 applied to 1990 tax and a
<br />freeze on the taxes as long as the book store is in business.

<br />stated he owns the daycare center next to the Adult Book Store and because of the book store, his
<br />business is sufficiently down. He stated at times there are so many cars at the bookstore that the
<br />parking overflows into his parking lot. He mentioned that he also had to put a security system in
<br />his center to make people feel more secure about leaving their children there.

<br />John Noard, 6760 Highway gl0 N.W., Ramsey (34-32-25-13-0002) - Anoka-Ramsey Sports
<br />Center - stated that he has had a problem with property damage, break-ins, theft, etc. He has had
<br />burglaries in excess of $50,000. He has put in security lights and security systems. He believes
<br />the increase in crime is due to the Adult Book Store being there. There is also a lot more littering in
<br />the area and a large increase of traffic.
