state. He suggested the City make the reduction giving their <br />rationale for it. If the county challenges it, every one of the <br />homeowners will have to defend their valuations. If it goes to the <br />state, it could still be reversed, but the first step is with the <br />City Council. <br /> <br />The Council discussed the boundaries of the specific area around <br />the Adult Book Store in which the property valuations would be <br />lowered. The agreement was to direct a 25 percent reduction in the <br />property valuations within the Riverside West subdivision, which <br />Includes the Adult Book Store. It also Includes the small <br />subdivision of Jensen's Addition which is inside of Riverside West. <br />The area to the north across the highway will not be included. It <br />was suggested that the City make the reduction with a strong <br />recommendation to the county that they give serious consideration <br />to the effect of the book store in that vicinity. <br /> <br />Ed Hamilton, 6615 Highway #10 NW, 34-32-25-12-0001 - felt there <br />will be a problem across the street as well. He related there is <br />already garbage being dumped on his property. He has just been <br />assessed for utilities, so he is going to be forced to develop. <br />Will he have to suffer a loss because of the book store? <br /> <br />The Council questioned the effect on the City and the residents If <br />the requested 25 percent reduction Is made in the Riverside West <br />area. After some calcuatlons, it was thought to be negligible. In <br />discussing the base valuation on which to base the reduction, the <br />Council pointed out they could legally only work with the 199I <br />valuations for taxes payable in 1992, not with the valuation prior <br />to the book store as the residents had asked. <br /> <br />Mr. Wolend understood and agreed. He also understood that the <br />Council could not put a freeze on their valuations like they had <br />first requested. He appreciated the Council's support with the <br />25-percent reduction at this time. <br /> <br />~OTION by Councllmember Beyer, Seconded by Councllmember Clch, to <br />take the 25-percent reduction on the property valuations in the <br />Riverside West and Jensen Additions ~nd also to se~a letter <br /> to the county to very strongly urge them to go along with our <br />recommendation. <br /> <br />Motion carried. Voting No: None. <br /> <br />Mr. John Ploeger, 15640 Juniper Ridge, 24-32-25-11-0007 and <br />24-32-25-11-0017 - stated he did not get his tax statement until <br />today. He owns two parcels, first questioning the one-acre sewered <br />lot he owns In Re~lley Estates. He compared the valuation on this <br />lot with other lots in the area and felt that either he is <br />appraised too high or comparable lots are appraised too low.
