Mr. Wolend stated he now understands they are unable to get a tax <br />freeze, but he suggested that they get the reduction, then track <br />the Increases based on the sale of other propertles In the area <br />against the base. His study indicated that because of businesses <br />such as the book store, the surrounding properties will not <br />appreciate as fast as the remainder In the City. They are <br />Interested In being fair. <br /> <br />Ed Thurston, County Assessor, stated In his opinion an across-the- <br />board reduction for that area is not supportable. If that is done, <br />he would petition the County Board of Equalization to put It back <br />In place. <br /> <br />Mr. Wolend stated they still want the City's support with the <br />proposed reduction. If the county disagrees, the residents will <br />take their case to the County Board of Equalization. The reduction <br />would not financially impact the City at all. <br /> <br />Mr. Thurston stated by reducing these valuations, the burden is <br />shifted to the remainder of the City. Granted it may be only a few <br />cents per household; but what these residents don't pay, the <br />remainder will. <br /> <br />Mr. Wolend argued the amount is negligible. It is not the <br />residents that are creating the problem, stating they had a nice <br />community at one time. <br /> <br />Mr. Joe Sentyrz, 6740 Highway #10 NW, Small World Day Care Center, <br />34-32-25-13-0004 and 35-32-25-22-0015 - stated their business is <br />probably one of the most affected because of the book store. They <br />put in a security system for the people who work there. The <br />children they care for are from Infants to about age seven, but <br />there seems to be a greater turnover since the book store. They <br />are licensed for 75 children, and business is down by more than 25 <br />percent. The exact loss Is difficult to determine. <br /> <br />Mr. Sentyrz related other events which point to a loss of potential <br />customers for both his business and others and the diffiGultYHeOf <br />selling property In that vicinity because of that business. <br />stated the book store has been absolutely devastating, and they <br />cannot walt two to three years before an adjustment is made to <br />their property valuations. He Joined with his neighbors in asking <br />the City Council to support the residents now, as they have all <br />been effected. If they have to take the issue to the county, they <br />will, but they would like the City's support. <br /> <br />Dean Rich, Champlin, on behalf of Sharon Wagner, Riverside West - <br />related an incident in Champlln where the City Council reduced the <br />valuations across-the-board in an area where the houses started to <br />sink into the ground.
