<br />Commissioner Hansen thought that if they were to add the electronic locks to one building at a <br />time at Central Park the focus should be on the concession stand building first. <br /> <br />Parks Supervisor Riverblood advised that there are several considerations for the installation of <br />the electronic type locks to be installed. He explained that if the cost was going to be $15,000 or <br />so it should fall in line with the capital improvement program; and if the cost were around $2,000 <br />he felt that the project would be a candidate for a cost sharing project with a youth association. <br />He advised that he would need to investigate the cost. He explained that he would like to present <br />this plan to the City Council at the December 9th meeting, as that is the only Council meeting in <br />December, and the next Commission meeting would not be until December 11 tho <br /> <br />Commissioner Shryock recommended that the cost for this project be investigated and then for <br />Parks Supervisor Riverblood to determine how to best fit it into the system and plan. <br /> <br />Commissioner Backous questioned how the dollars were allocated from year to year, if there was <br />a system. He questioned how they would change priorities if they wanted to. <br /> <br />Chairperson Johns advised that most of the projects have some sort of funding in line to be <br />gained at the time projected. <br /> <br />Parks Supervisor Riverblood advised that the park improvement trust fund is near $5,000,000 <br />right now and explained that they need to balance the projects and the balance in the account. <br /> <br />Commissioner Hansen questioned if anyone had looked into having a cement contractor build a <br />concrete restroom rather than having them shipped from out of state. He questioned if it would <br />be less costly to go that route. <br /> <br />Parks Supervisor Riverblood advised that they could look into that option but explained that the <br />building actually comes fully loaded and ready. He advised that the building is pretty much <br />damage proof. <br /> <br />Commissioner Shryock thought that the system coming in might have a patent on it or the design. <br /> <br />Parks Supervisor Riverblood advised that to develop the molds and such for the project it would <br />cost about as much as what one building would cost to order, as the company would already have <br />the mold and mass produces the buildings. <br /> <br />Chairperson Johns advised that bids were received during the original process to create the first <br />restroom. She confirmed that the hexagonal shelter would be slated for Riverdale Park in 2009. <br /> <br />Parks Supervisor Riverblood advised that within this line item was the allowance for two small <br />shelters, one being located by the River or one larger shelter. He advised that they could also <br />build one shelter and use some of the funding from that for the improvements to the restrooms at <br />Central Park. He advised that the next line item for 2009 should not have made it into this draft <br />and explained that the project had been slated for 2008 and was to be a cost sharing project with <br />the DNR.
