Commissioner Backous agreed with the electronic locks for the bathrooms installed. He
questioned if that type of locks could be installed in Central Park to allow for additional usage of
the restrooms.

Parks Supervisor Riverblood advised that he had not cost that project out but estimated that cost
to be about $500 per door.

Commissioner Backous questioned if that IS a project that could be added to the capital
improvement plan for the next year.

Parks Supervisor Riverblood advised that if the cost rises above $1,000 or $2,000 another
funding mechanism should be looked at for funding, such as partnering with a youth association.

Commissioner Barr thought that the locks could be added to one building at a time to allow for
additional usage of the restrooms. She explained that it is a lot of responsibility for the
concession stand volunteer to handle and thought that the electronic locks would be a good idea.

Parks Supervisor Riverblood advised that he would investigate the cost and possibilities of the
project.

Commissioner Backous thought that rather than putting $40,000 into creating another restroom
for a park within the City it should be used to improve Central Park and the existing restrooms.

Commissioner Hansen advised that older residents that traveled to Central Park to watch their
grandkids play sports would not use the port-a-potty and would rather leave.
Parks Supervisor Riverblood advised that he would investigate the cost of the project and could
possibly use that $40,000 towards the improvements needed at Central Park.

Commissioner Backous agreed that he would rather spend the funding in Central Park, which is
heavily used, than to build an additional bathroom at another location.

Chairperson Johns questioned if the Commission would rather improve Central Park than add the
restroom to Rivers Bend Park.

The consensus of the Commission was to improve the facilities at Central Park rather than add a
restroom facility to Rivers Bend Park.

Commissioner Erickson questioned if a port-a-potty could be added to Woodland Green for the
time being.

Commissioner Hansen questioned the cost to purchase a port-a-potty.

Parks Supervisor Riverblood advised that insurance is put onto the port-a-potty but explained
that the last time a facility like that had been burned the cost was about $1,000.

Park and Recreation CommissionlNovember 13, 2008
Page 7 of 11
