<br />Councilmember Look stated that he isn't necessarily suggesting that every household be charged <br />the same fee. <br /> <br />City Administrator Ulrich stated that he feels Councilmember Look may be heading down the <br />right road because the City will be facing more reconstruction projects in the future, so the City <br />can plan ahead for some of these projects and set aside some of the money to cover these costs. <br />He stated that Champlin did this when he was there and Moundsview went through this same <br />discussion and decided that they would not assess any street reconstruction costs. He stated that <br />they did have a $100 tax levy increase per household to go into this fund. <br /> <br />Councilmember Look stated that he is not advocating raising taxes, but trying to find a way to <br />approach this so people don't just get hammered with it. <br /> <br />Councilmember Elvig stated that he thinks it would be worth taking a look at the idea of what <br />MSA roads need to go to a higher standard, for example, one a year, and take a look at our <br />overall budget. He stated that he does like the pooling idea, to some degree, like the storm water <br />sewer fund, everyone in the City is taxed and now the City creates a road improvement fund and <br />that money goes to pay for some of these things. <br /> <br />City Administrator Ulrich stated that the City has tried to get a Street Utility Fund, but the <br />legislation has not granted that yet. <br /> <br />Mayor Gamec stated that he feels the City needs to take a look at dollars and figures before it <br />makes a decision. <br /> <br />Public Works Director Olson asked if staff could bring back scenarios on projects with the 50% <br />and 25%, as discussed, for the Council to take a look at. <br /> <br />Mayor Gamec suggested that they should make sure they look at what the total cost will be to the <br />City and to the homeowner, especially because the City will be taking over the costs for <br />sealcoating, in the future. <br /> <br />City Engineer Jankowski stated that he will put together the feasibility study with the <br />percentages suggested. He asked if there should be a policy brought back or just finish the <br />feasibility study. <br /> <br />Mayor Gamec stated that he thinks the City should just finish the feasibility study first. <br /> <br />4) Recap of Community Center Focus Groups <br /> <br />Community Development Planner Gladhill stated that staff has completed the Community <br />Center Focus Groups. He highlighted a few of the results and noted that, in general, it was found <br />that there needed to be services for a wide variety of ages. He stated that if there was public <br />. financing, the community wanted to know what it would cost per household and see a surveyor <br />a referendum on the ballot. He stated that PACT Charter school expressed some. interested in <br />participating and then having a guaranteed number of hours of use in the facility.
