<br />the concept of the idea of Common Area Maintenance. He stated that generally the meetings <br />were well attended; however, there was one meeting that no one attended. He stated that, per the <br />work plan, the next phase is to establish a Task Force and there are nine people that are <br />interested. He stated that staff has met with Flagship Fitness and has provided this information <br />to them also. He stated that other fitness companies have been approached about this idea but <br />have not shown much interest. He stated that there seemed to be problems with people being able <br />to separate the City from the Ramsey Town Center. He suggested that there will need to be more <br />outreach and education on this issue. He stated that staff is recommending delaying formation of <br />the Task Force until a proposal is received from a private entity. <br /> <br />Councilmember Look stated that he read in the report an idea for rental of canoes and asked how <br />the canoes would get across the highway. <br /> <br />Community Planner Gladhill stated that some of the discussion has been to pursue funding for a <br />crossing to the park. <br /> <br />Public Works Director Olson stated that there was also talk about having them available at <br />Sunfish Lake and having a key to unlock them. <br /> <br />Councilmember Look stated that if Flagship is interested in running with this, more power to <br />them, and he wouldn't get in their way. He stated that when the City first started discussing this, <br />the market wasn't quite what it is today and he thinks it isn't too favorable, especially if there is <br />public involvement. He stated that he would support a referendum, but he thinks the City knows <br />what people would say at this point. <br /> <br />Community Development Planner Gladhill stated that those who attended indicated that they <br />were exited about the project but were concerned about financing. <br /> <br />Councilmember Dehen stated that he is more for private involvement, as opposed to government <br />involvement, but he thinks a private entity won't touch the pool aspect. He stated that he thinks <br />there will need to be City'involvement in at least that portion. <br /> <br />Councilmem~er Elvig stated that without the numbers, he thinks this is really hard to evaluate. <br />He stated that there is a piece of property the City has for a parking ramp and perhaps that could <br />be swapped out for this and that would be the City's participation and the private entities then <br />have to make it work. He stated that going to people and asking them to give more money to <br />make this happen, he doesn't think will work. <br /> <br />Community Planner Gladhill stated that the cost would be the next step for the Task Force to <br />consider. <br /> <br />Councilmember Elvig stated that he thinks that would be the job ofthe developer to come in and <br />tell the City how big the building should be and what it would cost. <br /> <br />Councilmember Look asked if Flagship did a market analysis of the area to see what residents <br />would support. <br /> <br />City Council Work Session / October 7, 2008 <br />Page 11 of 14 <br />
