<br />Councilmember Olson asked if a 1 O-ton road gets overlaid at the same interval as a lesser road. <br /> <br />Public Works Director Olson stated that it does, but concrete curb and gutter lasts for at least 30- <br />50 years. <br /> <br />Councilmember Olson stated that as a homeowner, she feels that would be a pretty good <br />investment. <br /> <br />Councilmember Dehen stated that he thinks a good City policy would be to do some planning <br />and get concrete curb and gutter in because it will last longer and it looks nice. <br /> <br />Councilmember Elvig stated that he isn't following the Mayor's reasoning. He stated that, as an <br />example, the homeowner picks up 25% of curb, the usual 50% of the road costs; another 25% of <br />curb comes from storm sewer, so MSA would pick up 50% of curb and 50% of road costs. He <br />stated that he likes the idea of doing something to beef up some roads and the City has to find a <br />way to do it. He stated that he doesn't want the general fund or the homeowner to pay for all of <br />it. <br /> <br />Mayor Gamec stated that then the City will only be able to do a few a year. <br /> <br />City Engineer Jankowski stated that the City currently does about five projects a year. <br /> <br />The Council discussed the new sealcoating policy and the costs. <br /> <br />Councilmember Jeffrey stated that if the City, at some point, makes the decision to beef up a <br />road, not requested by residents, he isn't sure that the City should assess that. He doesn't think it <br />is good policy to tell resideJ;lts that the City has decided to upgrade the street, now you have to <br />pay for it. He stated that the City should figure out a policy so the residents aren't burned with a <br />bigger assessment because the City has selected their street to be upgraded. <br /> <br />Mayor Gamec stated that he agrees, but he thinks it is important to know that this will take a tax <br />Increase. <br /> <br />Councilmember Dehen stated that residents are paying for it one way or the other. <br /> <br />Community Development Director Miller asked at what point the City would consider concrete <br />rather than asphalt. <br /> <br />City Administrator Ulrich stated that the City needs a good skeleton of MSA roads and feels this <br />speaks to Councilmember Jeffrey's point. He stated that there is a way for residents to petition <br />the City if they don't want a project to get done. He stated that he doesn't think the City wants to <br />be in a situation where the City cannot get these collector roads. He stated that lVs point is that <br />he feels MSA projects should have a somewhat lower assessment to make them more palatable <br />to residents. <br /> <br />Mayor Gamec stated that his point is what this will mean for the tax levy. <br /> <br />City Council Work Session / October 7, 2008 <br />Page 8 of 14 <br />
