<br />stated that he feels the City should do the basics of MSA requirements and extras over and above <br />should be assessed to property owners. <br /> <br />Councilmember Dehen stated that there was a discussion about upgrading areas in the City <br />where it wasn't likely to be sewer and water, and Northfork (Audrie Street) is one of those <br />communities. He stated that Bowes Drive, where he lives, also won't get sewer and water for a <br />long time. He stated that he thought the City would start taking on this obligation because of this <br />priority. <br /> <br />Mayor Gamec stated that, for example, say that Bowers Drive is an MSA street but there is no <br />money left because the City did another MSA project that used up all the money. He stated that <br />when the City starts paying for it all, that will use up a lot of funds, which concerns him. <br /> <br />Public Works Director Olson stated that from staffs perspective, there is a huge advantage to <br />concrete curb and gutter. <br /> <br />Councilmember Olson stated that she agrees, if you are upgrading to a 10-ton road, you want to <br />protect the integrity of the road and she can't see doing that without concrete curb and gutter. <br />She stated that she feels it should be assessed, but it should be done. <br /> <br />Councilmember Elvig stated that the City is growing, so the City should take a look and see if <br />the roads should be upgraded. He stated that he feels if they are upgraded to 10 ton, then they <br />should be upgraded to concrete curb and gutter. He suggested that there should be a formula and <br />that the amount of traffic should also be taken into account. He stated that perhaps some sewer <br />funds could be used to pay for curb and gutter. <br /> <br />Mayor Gamec stated that he can see the advantage of concrete curb and gutter, but sees a <br />problem with financing. He asked how much extra cost there would be going from 7 ton to 10 <br />ton, because that increases the MSA costs. <br /> <br />City Engineer Jankowski distributed some costs for assessments for these items and reviewed the <br />numbers. <br /> <br />Mayor Gamec stated that if this is done, then he thinks there should be a percentage. He thinks <br />the City has been pretty fair in how it has done its assessments. <br /> <br />Councilmember Elvig stated that he is all for assessing part of this and also taking a look at some <br />of the big roads that need curb and gutter. He stated that there should be a policy to upgrade <br />some of these roads and when they are, part of it will have to be assessed. <br /> <br />City Engineer Jankowski explained the way that MSA road residents are assessed currently. <br /> <br />Mayor Gamec stated that he feels that the assessment will need to be at least 75% to the <br />homeowner. He stated that he is concerned that if valuations drop, tax revenue coming in will be <br />less and he doesn't know where the next Council will corne up with the money to pay for this. <br /> <br />City Council Work Session / October 7, 2008 <br />Page 7 of 14 <br />
