Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />~91-04-086 declaring Findings of Fact #0295 (as amended) related to Aluminum Recycling Inc.'s <br />request for a Conditional Use Permit for an aluminum processing plant in the B-W District. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />City Council proceeded to review the the resolution declaring conditions of Conditional Use Permit <br />for Aluminum Recycling, Inc.'s aluminum processing plant. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to adopt the new <br />wording for item gl0. It shall read ". .... Cutting of uncontaminated feedstock to fit the melt <br />furnaces shall be conducted wholly inside the building. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. Voting <br />No: Councilmember Beyer. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to amend #12 to read <br />"Exterior storage of materials either unprocessed or processed shall be screened from public view <br />and is allowed only within the 30' x 50' area on the south side of the northerly principal structure <br />as designated in pencil on the site plan submitted to the City Council on April 23, 1991. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Beyer. Voting <br />No: CouncilmemberHardin. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to amend Item #26. <br />It shall read "The Permit Holder agrees to screen exterior storage of materials in the aluminum <br />processing facility from public view. The Permit Holder shall submit a screening and landscape <br />plan to the City for approval prior to commencing processing operations. Such screening shall be <br />achieved using grading, landscape elements, and/or plant materials which will achieve at least 90% <br />opacity. Exterior storage of accepted material is prohibited unless properly screened from public <br />view. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Peterson to amend #28 to read "All trailer storage areas, parking areas <br />loading docks, and driveways shall be surfaced with bituminous or concrete. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to amend #27 to read <br />". .... working shift (six) plus two spaces for visitor parking". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />It was agreed that #33 would include the new language "received as a small portion (less than 10% <br />by volume) of an aluminum feedstock load". <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to amend #38 to read <br />" ....
