They
reviewed the performance appraisal Ms. Mary Gomez and recommended retaining her as a full-
time regular employee effective April 24, 1991. The probationary review for the promotion to
Recording Secretary for Jo Ann Thieling will end on May 9, 1991. As a condition of the
promotion, Ms. Thieling was required to successfully complete a shorthand/speedwriting course,
at her own expense, during her six-month probationary period. The classes were scheduled for the
same nights as a number of meetings Ms. Thieling was scheduled to take minutes at; therefore,
Staff recommended to the Personnel Committee, to which they agreed, that Ms. Thieling be tested
by an instructor at Hennepin Technical College to determine if Ms. Thieling's minute taking skills
are passing. She was tested on April 15, 1991 and returned with a statement from the instructor
stating that her minute taking skills are indeed satisfactory and considers her "passing". The
performance appraisal was reviewed on Kathy Johnson and approval recommended. The annual
performance reviewed for Police Chief Michael Auspos was reviewed. It was stated that
improvement could be made in the area of making the police department more a part of City Staff
and that it is Mr. Auspos' responsibility to help promote it. The Personnel Committee
recommended approval of Chief Auspos' performance review. City Staff was instructed to present
the proposed position description for the City Administrator at the Council Workshop tentatively
scheduled on June 1, 1991. The status of the Finance Office was discussed including the progress
made in the last three months and also the significant projects that still need attention. Staff was
directed to present the proposed organizational chart at the Council Workshop tentatively scheduled
for June 1, 1991. The Education Policy was reviewed and the following revisions were made: the
requirement of obtaining a "C or better" as successfully completing the course and that the
appropriate Department Head must specifically approve the course prior to the course being taken.
The revised policy was presented to City Council for reviewal. The Personnel Coordinator and the
Finance Officer had been instructed previously to review the Personnel Coordinator's
responsibilities and salary to identify if it should be placed in a different salary grade. Mrs. Helling
and Ms. McAloney agreed that the position should be reviewed at the time all the other positions
are reviewed according to the terms agreed upon with the AFSCME Bargaining Unit. The
Personnel Committee agreed with the recommendations and stated that when the changes in the job

City Council/April 23, 1991
