Mr. Proft stated City Council should visit his residence and let common sense dictate. He stated <br />the goat is a real problem and he will send the letter if necessary, but he reiterated that the ordinance <br />clearly states this shouldn't be allowed and the City should be able to enfome this without letters <br />from the neighbors. <br /> <br />Mrs. Helling stated that the individual has been notified that having a goat requires a conditional <br />use permit. <br /> <br />Mr. Proft stated he wanted City Council to interpret the ordinance because City Staff seems to have <br />a problem with past practices. <br /> <br />Councilmember Peterson stated the City will have to rely on the City Attorney to give advice. <br /> <br />Councilmember Beyer stated chickens were allowed in the past; however, if they became a <br />nuisance and neighbors complained, the City stepped in and took care of the problem. <br /> <br />Mrs. Helling stated that City Code does not prescribe how to deal with the issue. <br /> <br />Mayor Gilbertson offered to visit Mr. Proft at his residence. <br /> <br />City Council directed City Staff to review the nuisance clause and the ordinance and if it needs to <br />be changed, recommend those changes and also check into what would constitute a health <br />violation. <br /> <br />Mark Rustad, 14036 Dysprosium, Ramsey - stated quad homes had been approved south of his <br />lot. There is a drainage ditch adjacent to his property that doesn't drain because it is too deep and <br />he would like to know if the developer is planning to continue the chain link fence to prevent <br />accidents that may occur due to the steepenss of this ditch and the water. <br /> <br />Mr. Jankowski explained that the ditch was put in as an agreement with Flintwood Hills Addition <br />and the property owners to safeguard the intersection of Flourine Street N.W. and 142nd Avenue <br />N.W. from flooding. The swale will provide a positive outlet. He added that the water should <br />perc into the ground. He stated he will check into the steepness of that ditch. With regard to the <br />fence, there is nothing in the agreement that requires the developer to continue the fence. <br /> <br />Dean Kapler, Fire Fighter, Ramsey Fire Department stated the Department had responded to 13 <br />more fire calls which brings the total to 53 calls to date. <br /> <br />APPROVE AGENDA <br /> <br />Mrs. Helling asked that Case #3 be deleted and stated it would be presented at the meeting on the <br />28th. <br /> <br />Councilmember Beyer asked to add Case #15: Discussion of the City Administrator's Contract. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the agenda <br />as modified. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Councilmember Peterson announced that Saturday, June 8th has been set for the Ramsey Lions <br />Annual Picnic. <br /> <br />Mayor Gilbertson adjourned the regular City Council meeting at 8:06 in order to conduct the <br />following public hearing: <br /> <br />1) <br /> <br />Comprehensive Parks and Open Space Plan <br /> City Council/May 14, 1991 <br /> Page 4 of 10 <br /> <br /> <br />
