Councilmember Peterson suggested the Park and Recreation discuss this Committee and place a <br />recommendation on the City Council's consent agenda. <br /> <br />Councilmember Hardin suggested that Mr. Boos prioritize items in the Capital Improvement Plan. <br /> <br />Case #2: Hepatitis B Vaccination <br /> <br />Ms. McAloney stated that the Federal OSHA has directed employers to evaluate their employees <br />who are at risk to Hepatitis B infection. Offering vaccination to at-risk employees will become a <br />law in the Fall of 1991. The City of Ramsey has identified sworn Police Officers and Fire Fighters <br />as at-risk. She explained there was no funding allocated in the budget for these vaccinations and <br />the cost will be approximately $5,000.00. The Finance Officer recommended funding be provided <br />from the General Fund - and this was approved by the Budget Committee at their April 23, 1991 <br />meeting. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the policy for <br />Hepatitis B Vaccination, direct staff to proceed with the implementation of the Policy, and direct <br />the Finance Officer to prepare a budget amendment confh'ming Council's direction for the Consent <br />Agenda of the next regularly scheduled Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #3: Development Agreements Tax Increment Financing District No. 5 <br /> <br />This Case was deleted and will be discussed at the City Council meeting scheduled for May 28th. <br /> <br />Case #4: City Acquisition of Property Tax Increment Financing District No. 5 <br /> <br />Mrs. Helling stated that to meet statutory requirements for TIFD#5, at least one of the following <br />must be completed by June 1, 1991: 1) Development Agreements for plats located within TIFD#5 <br />must be fully executed; 2) Bonds for project costs must be sold; or 3) The City must acquire <br />property for public improvements within TIFD#5. City acquisition for right-of-way easements for <br />public improvements meet the requirements. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to authorize the <br />Mayor and City Administrator to acquire right-of-way easement in TIFD#5 before June 1, 1991 at <br />a nominal cost. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and <br />Cich. Voting No: None. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to direct the City <br />Attorney to prepare the necessary documents for the acquisition(s) and have same recorded at the <br />County before June 1, 1991. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #5: Request for Site Plan Approval; Case of Glen Rychner, Aluminum <br /> Recycling, Inc. <br /> <br />Mr. Jankowski stated that the Council had previously agreed to a conditional use permit for this <br />aluminum processing operation. Mr. Rychner has submitted a revised site plan and a site <br />development agreement has been prepared. Mr. Jankowski proposed that the paved area of the site <br />be increased to accomodate trailer turnaround and that area between the loading dock and <br />structures. <br /> City Council/May 14, 1991 <br /> Page 6 of 10 <br /> <br /> <br />
