Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#91-05-103 designating an additional $2,000 in Community Development Block Grant allocations <br />to the County Rehabilitation Housing Program. <br /> <br />Case #10: Introduce Ordinance Amending Chapter 7 of the City Code by <br /> Permitting Licensing Fees to be Set by Council Resolution <br /> <br />Mr. Goodrich stated that in order to amend a license fee, the City needs to adopt an ordinance. <br />This is time consuming and cumbersome and he feels a simpler method is to set these fees annually <br />or on an as-needed basis by Council resolution. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to introduce Ordinance <br />~91-XX which is an ordinance amending Chapter 7 of the City Code entitled "Licensing and <br />Permits" by the amendment of Section 7.01.10 entitled "Fees". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #11: Introduction of Ordinance Regarding Street Lighting <br /> <br />Mr. Jankowski explained that the policy regarding the location and installation of City street <br />lighting that was adopted established a street lighting system for priority intersections. A Council <br />directive from that meeting was to amend the City Ordinances consistent with the adopted policy. <br />Mr. Jankowski presented an ordinance amendment which would require developers to install <br />priority intersection street lighting as a Phase I Improvement. <br /> <br />Council directed Mr. Jankowski to establish criteria for priority intersections and also to review the <br />policy to be more specific, particularly with regard to new intersections. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to introduce <br />Ordinance #91-XX to amend City Code, with the additional recommendations discussed above, to <br />require developers to install priority street lighting as a Phase I Improvement. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich. Voting No: None. <br /> <br />Case #12: <br /> <br />Adopt Ordinance to Amend City Code to Require Transient Merchants <br />to be Licensed in the City of Ramsey <br /> <br />Ms. Frolik stated this ordinance had been previously introduced by City Council. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Ordinance g91-6 <br />to amend City Code to require that transient merchants be licensed in the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmember Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #13: Consider Authorizing Plans and Specifications for Public <br /> Improvement Project #91-01 (Highway #10 Sewer and Water) <br /> <br />Mayor Gilbertson stated that he is an affected property owner in Project #91-01 and turned the <br />meeting over to Councilmember Peterson. <br /> <br />Mr. Jankowski stated that this project entails an extension of sewer and water to five properties <br />along the north side of Highway #10 from JR's Saloon, east to the City limits. A public heating <br />was held and the 60 day comment period has expired. Based on one property owner's opposition <br />to thc project because of the amount of the assessment, the City Attorney requested an appraisal to <br />determine if the property benefitted the amount proposed to be assessed. <br /> City Council/May 14, 1991 <br /> Page 8 of 10 <br /> <br /> <br />
