Attorney Goodrich stated that the subject property is the largest property in the project area and if <br />the City can't sustain the assessment on the property, the City may want to modify the project. He <br />also stated that an appraisal should be able to be completed for under $500.00. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize City <br />Staff to proceed with a preliminary appraisal not to exceed $500.00 to determine if the benefits of <br />Project #91-01 sustain the assessment to the Guy property on Highway #10. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer, Cich and Hardin. Voting No: <br />None. Abstain: Mayor Gilbertson <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Cich to adopt Resolution ~91- <br />05-104 ordering preparation of plans and specifications for Project ~91-01 (Extension of sanitary <br />sewer and water from #35-32-25-31-0008 to the eastern City boundary. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Cich, Beyer and Peterson. Voting No: <br />None. Abstain: Mayor Gilbertson <br /> <br />Case #14: Adopt Ordinance Establishing Operating Rules for the Horse Care <br /> Commission <br /> <br />Attorney Goodrich stated that this ordinance had been previously introduced and was now being <br />presented for formal adoption. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Cich to adopt Ordinance #91- <br />07 adding Section 2.09 entitled "Horse Care Commission" to Chapter 2 entitled "Council, Boards <br />and Commissions" of the Ramsey City Code. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Cich, Beyer and <br />Peterson. Voting No: None <br /> <br />Case #15: Employment Contract for Ryan Schroeder <br /> <br />Councilmember Beyer stated that the drafting of a contract for the City Administrator position <br />should be a joint effort of the Personnel Coordinator and the City Attorney and reviewed by the <br />Personnel Committee. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to have the City Attorney <br />review the employment contract for City Administrator Schroeder, sign it and forward it to the <br />Personnel Committee. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Plaque from County Board of Commissioners <br /> <br />Councilmember Peterson showed a plaque that was presented to the City of Ramsey by the Anoka <br />County Board of Commissioners which was complimenting the City of Ramsey on its effort to <br />abate landfills. <br /> <br />2) Meeting with City Attorney <br /> <br />City Attorney Goodrich announced he would like to hold an executive session following tonight's <br />Council meeting to discuss 153erd Avenue N.W. condemnation pending lawsuits. <br /> <br />City Council/May 14, 1991 <br /> Page 9 of 10 <br /> <br /> <br />
