Case #11: Metropolitan Landfill Abatement Grant <br /> <br />Mr. Jankowski stated that the grant application is based on the premise that thc City will operate <br />some type of chipping program for the residents. Enough revenue is expected to defray the cost of <br />the wood chipper. <br /> <br />Mrs. Helling stated that the residents would appreciate the program; however, it is up to the <br />Council to decide if the City should pursue that program. She stated that the City's Insurance <br />Agent has determined that the present chipper does not meet his safety standards. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to approve Resolution <br />g91-05-123 designating the funding source for the 50% cash matching requirement and the <br />application for the Capital Assistant Grant Program (in conformance with the diminished scope) <br />from Metropolitan Council. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and Peterson. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #12: Adoption of Ordinance Regarding Street Lighting <br /> <br />Mr. Jankowski explained that an ordinance was introduced adding street lighting in the priority <br />areas to the list of items the developer has to provide. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt Ordinance g91- <br />10 to amend City Code to require developers to install priority street lighting as a Phase I <br />Improvement. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: CouncilmemberCich. <br /> <br />Case #13: <br /> <br />Consider Introducing Ordinance Regulating Premises Which are <br />Conducive to High-Risk Sexual Conduct <br /> <br />City Attorney Goodrich stated there is great concern about AIDS and other sexually transmitted <br />diseases and he is asking Council to consider introducing this ordinance; read all the information <br />available very carefully, and be prepared to discuss it at the June 25, 1991 City Council meeting. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to introduce <br />Ordinance 91-XX which is an ordinance affecting high-risk sexual conduct within the City. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #14: City Acquisition of Property Tax Increment Financing District No. 5 <br /> <br />Mrs. Helling stated that at the last Council meeting, authorization was given to the Mayor and <br />herself to acquire utility property within the TIF District #5.
