Case g'/B: Development Agreements Tax Increment Financing District #5 <br /> <br />Mrs. Helling reported that the TIF Development Agreements for Chestnut Hills, Cedar Hills and <br />Windemere Woods have been discussed many times during 1990 and 1991 and as of today, all <br />agreements have been signed by the developers and securities have been pledged. However, the <br />various financial projections and projected tax increases to be generated for TIF District #5 should <br />be updated based on new legislation as well as current debt service. Staff is recommending there <br />be an amendment to the agreements that would include a clause that the City and the developers <br />will need to have the following: 1) An updated analysis of tax increment; 2) an analysis of debt <br />service; 3) estimated cost of public improvements; 4) Finance Officers review of financial <br />statements submitted; and 5) and if all this is not accomplished within 60 days, the agreement shall <br />be terminated. <br /> <br />Mr. John Peterson of Good Value Homes, Developer of Chestnut Hills, stated that he and the <br />other developers involved agree to the proposed addendum to the Development Agreement. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize the <br />Mayor and Acting City Administrator to sign the amended Development Agreements for the plats <br />located within TIFD#5 of Cedar Hills, Chestnut Hills and Windemere Woods on behalf of the City <br />of Ramsey. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #8: Establish Ad Hoc Committee to Consider Status of Phase II MUSA <br /> Expansion <br /> <br />City Engineer Jankowski stated that the City has been working on an expansion of its MUSA area <br />for several years. The first phase of that expansion was granted in 1989 and there was a <br />contingency attached to Phase II of the expansion. City Staff has been told by the Metropolitan <br />Council Staff there will be a request to deny Phase II of the expansion based on traffic impacts to <br />Highway #10. City Staff has asked Met Council to delay formal action until both City Staff and <br />Met Council Staff have a chance to meet and come to a mutually acceptable alternative. Mr. <br />Jankowski requested that City Council establish an ad hoc committee to review the details of the <br />MUSA expansion. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to establish a MUSA <br />Expansion Ad Hoc committee consisting of City Administrator Schroeder, City Engineer <br />Jankowski, Mayor Gilbertson and Councilmember Peterson. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmember Beyer, Hardin and Peterson. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case g9: <br /> <br />Adopt Ordinance Amending Chapter 7 of the City Code by Permitting <br />Licensing Fees to be Set by Council Resolution <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Ordinance g91-08 <br />which is an ordinance amending Chapter 7 of the City Code entitled "Licensing and Permits" by <br />the amendment of Section 7.01.10 entitled "Fees". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and Peterson. <br />Voting No: None.
