Attorney Goodrich stated that City Ordinance does not allow the Council to waive the Letter of <br />Credit. <br /> <br />Discussion ensued regarding the parking lot being oversized - about 50% larger than the ordinance <br />requires. Mr. Hutchison asked if the financial guarantee could be based on what the ordinance <br />requires, not what is proposed. <br /> <br />Ms. Frolik asked Mr. Hutchison if the church is comfortable with the completion date of May 31, <br />1992 listed in the Development Permit. <br /> <br />Mr. Hutchison requested a change to October 31, 1992 <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to grant site plan <br />approval, as amended, to the new Lord of Life Church facility proposed on PIN 25-32-25-23- <br />0004 in accordance with the City Engineer's review letter dated March 28, 1991 and the site plan <br />dated 3/14/91 and revised 4/22/91 and the Landscape Plan received by the City on 3/19/91 and <br />contingent upon receipt of favorable comments from the LRRWMO. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #18: Approval of Road Layout in Hunter's Ridge Addition (aka Carr <br /> Addition) <br /> <br />Mr. Jankowski stated that sometime ago, preliminary plat approval had been granted for Carr <br />Addition. In the interim, there has been a request for the road system to be modified. He showed <br />the original system and the modified system that was recommended by the Planning and Z~ning <br />Commission. <br /> <br />It was the consensus of the Council to approve the street layout illustrated on the plans received by <br />the City on May 22, 1991. Those plans are in accord with the Planning and Zoning Commission's <br />recommendation to direct traffic north on Unicom Street N.W. to Armstrong Blvd. N.W. versus <br />east to Autumn Heights Addition. <br /> <br />Case #10: Adopt Ordinance to Amend City Code to Increase Accessory <br /> Structure Height Limits in the R-1 Rural Residential Area <br /> <br />Ms. Frolik stated that on May 14, 1991, the City Council introduced an ordinance to amend the <br />accessory structure height limits from 16 feet to 22 feet in the Rural Residential zones. <br /> <br />Mr. Huff was present to review his reasons for proposing a change to City Code. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Ordinance <br />g91-09 to amend Chapter 9.10, Section 9.11.02 subd. 5 of the Ramsey City Code to increase the <br />accessory structure height limit in the R-1 Rural Residential area to 22 feet. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None.
