Case #5: Request for Approval to Rezone Certain Property from B-1 Business <br /> to R-3 Urban Residential; Case of Lord of Life Church and Robert <br /> and Janet Bernstrom <br /> <br />Ms. Frolik stated that Lord of Life Church is proposing to build a new facility on property that they <br />have acquired and additional property they are proposing to acquire from the Bernstroms. This <br />property is currently zoned B- 1 Business and R- 1 Urban Residential for which churches are not a <br />permitted use. They have applied for a rezoning of the property to R-3 Urban, for which churches <br />are a permitted use. The Planning and Zoning Commission conducted a public hearing and <br />recommended approval of the request for rezoning. <br /> <br />City Council reviewed the proposed findings of fact and the proposed ordinance. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt Resolution <br />//91-05-122 adopting the proposed Findings of Fact g0300 relating to a request by Lord of Life <br />Church and Janet and Robert Bemstrom to rezone certain property in Section 25 from B-1 <br />Business and R-1 Urban Residential to R-3 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Mr. Wayne Johnson was presented and stated he is not opposed to rezoning this property <br />providing the church does get built. If the church is not built on the site, he feels the down zoning <br />of this land would have an adverse effect on adjacent properties. He inquired if the property could <br />be changed back to its original zoning if this should happen. <br /> <br />Mr. Bob Hutchison, representing Lord of Life, assured Mr. Johnson and the Council that the <br />church is very committed to building their facility on that property and that construction will begin <br />very soon. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to introduce the <br />ordinance rezoning certain property in Section 25 to R-3 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #6: Request for Site Plan Review; Case of Lord of Life Church <br /> <br />Ms. Frolik explained that Lord of Life Church has applied for a site plan review to construct a new <br />church facility approximately 3/4 mile south of the Ramsey Municipal Center. The church is <br />proposed to be 21,500 square feet in size with a seating capacity of 450. Anoka County has <br />approved a second access onto Nowthen Boulevard N.W. for the church in the vicinity of the <br />Bernstrom private driveway contingent upon the Bemstrom driveway being abandoned after the <br />church acquires the Bernstrom property. The DNR has no concerns with the proposed <br />development as it will not impact the protected wetland. The plans were sent to the LRRWMO on <br />April 30th for review. The Planning and Zoning Commission has reviewed the proposed site and <br />recommended approval with the changes indicated on the City Engineer's review letter dated <br />March, 28, 1991. <br /> <br />Mr. Hutchison asked City Council to consider waiving the Letter of Credit.
