She stated that the relocation specialist stated that the City has the right to charge <br />him rent; however, the City has only done this once, with the Hills property. <br /> <br />Councilmember Elvig asked if the City will pay relocation costs. <br /> <br />Ms. Ruehle stated that the relocation costs will be paid by the City and the other expenses. will be <br />from RALF funds. <br /> <br />City Attorney Goodrich noted that the relocation costs are approximately $36,275. He stated that <br />one of the issues is all the cars that are on site, and noted that the City is giving him $25 per car <br />to move them. He stated that Mr. Wilson has indicated that he plans to move someplace within <br />Ramsey. <br /> <br />Ms. Ruehle stated that his attorney indicated that he plans to move to 9744 Highway 10, but <br />there is no purchase agreement for this property. <br /> <br />Councilmember Dehen stated that this property has been an eye sore for a long time and has a <br />long history of non-compliance. He stated that he is not real hip on cutting him a lot of breaks to <br />open up another spot in the City, as the same type of business. <br /> <br />Mayor Gamec stated that the City would have more control if he opened in a new location, such <br />as requiring paved surfaces. He stated that he doesn't think Mr. Wilson will relocate in Ramsey. <br /> <br />Ms. Ruehle stated that she doesn't know if there are any sights available to him within the <br />mapped area, which is what the City is most concerned about in the future. She noted that she <br />agreed that he probably won't move into the area. <br /> <br />City Attorney Goodrich stated that he thinks Councilmember Dehen's concern is that he will <br />relocate anywhere in Ramsey. <br /> <br />Ms. Ruehle stated that when he selects a site, the relocation specialist has been talking to him <br />about having water and sewer, because if he chooses one that isn't, that would be included in the <br />relocation expenses. <br /> <br />Councilmember Elvig asked if he was looking at sites that already have paved surfaces. <br /> <br />Ms. Ruehle stated that she was unsure, but that he will have to make a decision fairly soon and <br />he may end up in another community. <br /> <br />Community Development Director Miller stated that the Council's decision was not to enforce <br />the hard surface requirement in the mapped area. She noted that because he is not a business that <br />has heavy trucks, he could appeal that requirement. <br /> <br />Mayor Gamec reiterated that there is a lot more control when someone comes in new. <br /> <br />City Council Work Session I December 9, 2008 <br />Page 2 of7 <br />
