City Attorney Goodrich stated that the relocation specialist stated that 120 days may be
reasonable in order to get frozen stuff out.

Mayor Gamec stated that he would like to stay with 90 days.

Councilmember Olson stated that she agreed.

Councilmember Dehen stated that he would like to give him even less time.

Councilmember Look stated that he wanted to confirm that these dollars have already been
earmarked, even though the funds indicate that there is no money available.

Ms. Ruehle stated that this is correct and the funds have been held for quite some. time for these
parcels.

Assistant Community Development Director Frolik stated that she didn't think the property that
he stated he was considering (9744 Highway # 1 0 NW) is actually in Ramsey.

Ms. Ruehle stated that she would like to talk about some other opportunities in 2009 for RALF
projects and, as Councilmember Look indicated, the fund is very low compared to past years.
She stated that it is extremely competitive for the Met Council funds right now, but there are a
number of people interested in working with the City to sell their properties. She stated that the
owner of E-Z Auto Sales is interested as well as the owners of the ICO Building, the abandoned
gas station. She stated that she recommends talking to these people about the limited funds that
are available.

Mayor Gamec asked if the City ever talked to the Anoka Technical College because they, at one
time, wanted to buy that land. He suggested perhaps there is a partnership that could be entered
with them for this property.

Ms. Ruehle stated that staff had discussed this, but one thing to know is Anoka has a concept
plan for Thurston and access to the College will change to just one access off of Thurston.

City Administrator Ulrich stated that is a key parcel in terms of entry into the City. He stated
that perhaps the back portion of the lot could be sold to the College because it isn't needed for
the Highway 10 upgrade.

Councilmember Elvig stated that the access would probably be right out only.

Mayor Gamec stated that in the past MnDOT didn't want to even allow that.

Councilmember Dehen stated that when these properties are negotiated, he asked if she is
negotiating with the specific properties or just in general with the specific dollar amounts that are
available. He stated that he thinks this would be a significant bargaining chip in her back pocket
that there are limited funds available.

City Council Work Session / December 9, 2008
Page 4 of7
