<br />City Attorney Goodrich stated that on the first page of this Exhibit, the incident date was June <br />16, 2008 and asked Officer Katers to explain. <br /> <br />Officer Katers stated that on June 16,2008, the Police Department was aware that the pawnshop <br />was under suspension, so he sent an officer in, under cover, to see ifhe could sell an item to Mr. <br />Jerdin. He stated that he gave the officer a drill from the evidence room, the found property <br />room and there were pictures taken of the item. He clarified that at the time, Drew Moldenhauer <br />was a Community Service Officer and at the time employed by the City of Ramsey, but since he <br />has now become a licensed officer in the City. He stated that Officer Moldenhauer went in plain <br />clothes and asked to sell the drill. He stated that Officer Moldenhauer stated that he sold the <br />item to Mr. Jerdin, returned to police department and gave him $10, which he put into evidence. <br />He stated that an hour and 15 minutes later he went to the pawnshop and spoke with one of Mr. <br />Jerdin's employees, Mr. Price. He told him that the Police Department had sent somebody in <br />with a drill, that Mr. Jerdin had purchased the drill and the Police Department needed it back to <br />place into evidence. He stated that he did retrieve the drill. He stated that the pawnshop was <br />under suspension in the month of June. He stated that no identification was made, it was pawned <br />for cash and there was no paper documentation, which is all violation of City Code, so, therefore <br />he issued a citation to Mr. Jerdin. <br /> <br />City Attorney Goodrich stated that the ticket was dated June 16, 2008. <br /> <br />Officer Katers stated that the citation was mailed to Mr. Jerdin. <br /> <br />City Attorney Goodrich stated that this is a misdemeanor charge and asked the status of this <br />ticket in the court system. <br /> <br />Officer Katers stated that he does not know. He stated that he knows there was a warrant issued, <br />but isn't sure if it is for this citation, but this is still pending. <br /> <br />City Attorney Goodrich offered Exhibit 4. <br /> <br />Mr. Sliderman stated that his client has not seen this Exhibit and he has a few questions about the <br />authenticity. He asked if Officer Katers ever tape records transactions with persons who are <br />targets for law enforcement activity. <br /> <br />Officer Katers stated that they have tape-recorded certain situations, but he did not tape record <br />this incident. <br /> <br />Mr. Sliderman asked if there has ever been a detailed summary report of who said what. <br /> <br />Officer Katers stated that they have done that. <br /> <br />Mr. Sliderman asked if there was a detailed report of what was said by his client. <br /> <br />Officer Katers stated that they do have that document, which is the second page of the Exhibit <br />He stated that Officer Moldenhauer's report indicates what Mr. Jerdin stated to him. <br /> <br />Special City Council Meeting / November 18,2008 <br />Page 11 of 19 <br />
