<br />Councilmember Dehen asked if Police Chief Way had any knowledge of whether the City <br />received a fee for the license. <br /> <br />Police Chief Way stated that the City would not issue a license unless the fee was received. <br /> <br />Councilmember Dehen confirmed that Police Chief Way has no personal knowledge that a fee <br />was received. <br /> <br />Mr. Sliderman asked Police Chief Way if he acknowledges that at any time that this license was <br />posted or on the premises. <br /> <br />Police Chief Way stated that he has not been in the business. <br /> <br />Mr. Sliderman asked if any staff has indicated there was a license posted. <br /> <br />Police Chief Way stated that he has not been informed that it was or wasn't posted, <br /> <br />Mr. Sliderman asked if one of Police Chief Way's duties in the past months has been to monitor <br />this business. <br /> <br />Police Chief Way confirmed that this was part of his duty. <br /> <br />Cit Attorney Goodrich asked Police Chief Way to read what is written at the bottom of license. <br /> <br />Police Chief Way stated that it says the license should be posted and noted it is the licensee's <br />responsibility to do this. <br /> <br />City Attorney Goodrich excused Police Chief Way and called Officer Katers. <br /> <br />Officer Katers stated that he has been employed by the City of Ramsey, for 8 years as an officer <br />and the last 2 years as Sergeant. He stated that he has had training for this position and noted <br />that one of his duties is to work with the APS. He stated that he has had training dealing with <br />this system. He stated that he was required to attend 8 hours oftraining in Minneapolis in 2006. <br /> <br />City Attorney Goodrich asked if Officer Katers has visited the pawnshop. <br /> <br />Officer Katers stated that he had. <br /> <br />City Attorney Goodrich asked Officer Katers to explain Exhibit 4. <br /> <br />Officer Katers stated that it is ICR that he completed as well as then Community Service Officer <br />Moldenhauer.
