Councilmember Dehen asked, regarding Exhibit 3, how the City knows that Mr. Jerdin got a
copy of this.

Police Technician Wiemann stated that she handed it to him in a meeting that was held in
October 2007.

Councilmember Olson asked if she also gave this to him upon licensure. .

Police Technician Wiemann stated that it wasn't with the license but when he took over the
business he was given this "cheat sheet". He stated
that this is the ICR or Initial Compliant Report.

City Attorney Goodrich noted that this document is Exhibit 1 C.

Mr. Sliderman stated that he objects because it does not refer to the document, but to a packet.

Councilmember Olson asked Police Chief Way if there was a requirement that a license be
posted at the place of business.

Police Chief Way stated that he isn't sure, but City Clerk Thieling would know that answer. He
stated that the normal procedure is that City Clerk Thieling would send out the licenses at the
start of each year.

Mr. Sliderman stated that he has no personal knowledge ofthe client receiving his license.

Police Chief Way stated that he did not hand deliver the license, but Mr. Jerdin did pay for his
license.

Mr. Slidennan asked why the license was never delivered to him.

Special City Council Meeting / November 18,2008
Page 9 of 19
