<br />Police Chief Way stated that the whole issue with the alcohol and tobacco compliance are they <br />want them to ask those questions, but in this case, he would question if they ask everyone when <br />they come in if they are with the Police Department. He stated that this raises red flags for him. <br /> <br />Mr. Sliderman stated that he wants to renew his objection that this shows entrapment and he <br />doesn't want to say anything more at this juncture but to renew his motion to continue. He <br />stated that he feels this is reminiscent of battlefield justice, and not appropriate to Minnesota law. <br /> <br />Councilmember Olson asked that when Officer Katers went to look for the drill if it was on <br />metal shelving in the back of business area. <br /> <br />Officer Katers stated that this is correct and this is where pawned items are normally found. <br /> <br />Councilmember Dehen accepted Exhibit 4. <br /> <br />City Attorney Goodrich called Officer Moldenhauer to the witness stand. <br /> <br />Councilmember Dehen swore Officer Moldenhauer in. <br /> <br />Officer Moldenhauer stated that he is employed by the Ramsey Police Department, currently as a <br />police officer, licensed by the State. He has been employed for 6 months as an officer, and also <br />did a temporary turn in September 2006 to February 2007 as an officer. He stated that after this <br />turn he went back to being a Community Service Officer. <br /> <br />City Attorney Goodrich confirmed that Officer Moldenhauer was a CSO when he was asked to <br />sell the drill to the pawnshop. He asked Officer Moldenhauer to explain the situation from that <br />day. <br /> <br />Officer Moldenhauer stated that he was asked to go to the pawnshop to try to pawn the item off <br />and see how much he could get for it. He stated that he changed into plain clothes to take the <br />drill to the pawnshop. He stated that it was a red and gray drill with a chord, a construction type <br />drill. He stated that he went in his personal vehicle to the pawnshop, in the afternoon. He stated <br />that he went in and asked the gentleman behind the counter how much he could get for the drill <br />and he said "I am not supposed to be taking transactions, you will have to check with my boss." <br />He stated that when he walked outside, he saw somebody driving up that was Mr. Jerdin, and <br />asked him how much he could get for the drill. He stated that Mr. Jerdin asked if he was with <br />the police and that he was not supposed to be wheeling and dealing. He stated that Mr. Jerdin <br />gave him $10 for the drill. <br /> <br />City Attorney Goodrich asked Officer Moldenhauer if the person who gave him $10 for the drill <br />was present tonight. <br /> <br />Offic~r Moldenhauer identified Mr. Jerdin as the person who gave him the money. He stated <br />that he returned to the Police Department and told Officer Katers what had happened and <br />completed a supplemental report. <br /> <br />Special City Council Meeting / November 18, 2008 <br />Page 13 of 19 <br />
