<br />Mr. Sliderman stated that, going back to authenticity of evidence, he has not had any time to <br />, prepare. He asked when Officer Moldenhauer prepared the second page of the report. <br /> <br />Officer Moldenhauer stated that it was when he got back to the Police Department that day. <br /> <br />Mr. Sliderman asked if any words were spoken that were not covered by the quoted words in the <br />report. <br /> <br />Officer Moldenhauer stated that, to the best of his knowledge, everything is covered. <br /> <br />Mr. Sliderman asked if Officer Moldenhauer has ever done a sting before. <br /> <br />Officer Moldenhauer stated that he had not. <br /> <br />Mr. Sliderman asked if Officer Moldenhauer has ever had training for stings through FBI or <br />other training. <br /> <br />Officer Moldenhauer stated that he had not. <br /> <br />Mr. Sliderman asked if Officer Moldenhauer had any specific training on how to make a report. <br /> <br />Officer Moldenhauer stated that he had not had specific training on how to make a report, but <br />that he had training on what items to include. <br /> <br />Mr. Sliderman asked if Officer Moldenhauer encouraged Mr. Jerdin to buy the item and did not <br />walk away when Mr. Jerdin said he wasn't supposed to be wheeling and dealing. <br /> <br />Officer Moldenhauer statedthat he attempted to make Mr. Jerdin buy the drill. <br /> <br />City Attorney Goodrich excused Officer Moldenhauer and recalled Officer Katers. He asked <br />Officer Katers to explain Exhibit 8. <br /> <br />Officer Katers stated that this is his ICR, dated October 10, 2008. He stated that this is <br />concerning another sting operation conducted using an informant not employed by the City of <br />Ramsey. He stated that the informant is known to have a good reputation and the police <br />department has used him on previous occasions. He stated that they asked him to take a drill and <br />a battery charger to the pawnshop to try to sell them. He stated that these items were sold to Mr. <br />Jerdin and the informant picked Mr. Jerdin out of a line up as the person who purchased the <br />items from him. He stated that it was sold for $15 in cash, there was no transaction information, <br />the informant wasn't asked for identification and the items were sold, which are all in violation <br />of City Code 7.13. He stated that subsequently, he checked the APS and there was also no <br />record, which there couldn't have been because there was no identification checked. He stated <br />that the citation has been mailed to Mr. Jerdin and he has spoken to Mr. Jerdin on the phone <br />regarding the incident and Mr. Jerdin admitted that what the informant had told him was correct. <br />He stated that there is a letter that notifies him of the violations that the citation was issued for, <br />which was dated November 6,2008. <br /> <br />Special City Council Meeting / November 18, 2008 <br />Page 14 of 19 <br />
